City of Macomb Committee of the Whole met May 13.

Here are the minutes provided by the committee:

The Committee of the Whole, of the Macomb City Council, met in the City Council Chambers on Monday, May 13, 2024 at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Inman called the meeting to order and roll call was taken, Deputy City Clerk Jennifer Cerven called the roll and the following were present: Aldermen Justin Schuch, John Vigezzi, Byron Shabazz, Dave Dorsett, Ashley Katz, Don Wynn, and Dennis Moon.

Also, in attendance were, City Administrator Scott Coker, City Attorney Lisa Scalf, Fire Chief Dan Meyer, Police Chief Jeff Hamer, and CDD Miranda Lambert.

Deputy City Clerk Jennifer Cerven swore in new City Macomb Firefighter Coulton Wascher. Public Comment: None

The first item on the agenda for discussion was on an ordinance Amending Chapter 17 of the Macomb Municipal Code pertaining to the Lodging/Boarding/Rooming House. This ordinance had first reading May 6, 2024. City Attorney Scalf explained the definition for the Lodging/Rooming/Boarding House would be increased to a maximum of 30 individuals. The current code allows for a maximum of 12 individuals.

She stated the primary purpose for this, is to utilize some of the empty buildings around campus. With sorority and fraternity housing typically having housing for more than 12, we would want to accommodate to make use of those structures, so they do not sit vacant.

Alderman Vigezzi asked how would these be inspected, with a having a larger number of people.

City Attorney Scalf stated they are annually inspected. We would encourage the condition to remain as part of the Special Use Process. They would at a minimum be an annual inspection, due to occupancy level.

Alderman Moon Asked about parking requirements.

City Attorney Scalf Stated assuming the parking was sufficient for the use of sorority and fraternity housing, we would still be compliant, but she would look into it.

Alderman Dorsett asked who would be handling the annual inspections.

City Attorney Scalf stated Chief Myer would probably join the Rental Housing Inspector, but Primarily the inspection and registration would be handled through the office of Community Development.

Mayor Inman asked if there was a sprinkler provision.

City Attorney Scalf stated all of the buildings potentially utilized for this purpose, were compliant with the fire code, as existed when used as fraternity and sorority housing. Smoke alarms, sprinklers, and integrated fire systems, all have criteria in the units for those properties.

There was no further discussion and Mayor Inman stated this item would be placed on the agenda for second reading and final action at next Monday night’s council meeting.

The second item on the agenda for discussion was on Authorization to Purchase a 2024 Dodge Ram 1500 Classic Crew Cab 4x4 Truck in the amount of $45,325.09 for the Macomb Police Department. Chief Hamer provided a memorandum along with an itemized sheet highlighting the purchasing plan. He stated the sale and disposal of the K9 Charger to the Sheriff’s Office was complete and $40,000.00 in funds were received from the Sheriff’s Office.

He stated the intent was to purchase a 2024 Ram 1500 Classic Crew Cab 4x4. This will cost $40,557.00 for the investigator version; another $4,795.09 is required to upfit the vehicle with lights, sirens, airhorn, window tint, and locking truck bed cover.

The total purchase for the Investigator Truck is $45,325.09 with the additional $5,325.09 coming from the Police Protection Fund.

Alderman Vigezzi asked what the time was for delivery.

Chief Hamer stated 3 to 6 months.

There was no further discussion and Mayor Inman stated this item would be placed on the agenda for final action at next Monday night’s council meeting.

There being no further business to come before Council, Alderman Vigezzi moved, seconded by Alderman Schuch to adjourn the meeting, all Aldermen voting “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:26 p.m.
