City of Dallas City Council met May 22.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on May 22, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Christine Olson, Doris Harman, Doug Erickson, Gary Smith, and Josie Finch.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the May 8, 2024, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Anne Thompson asked about the old Hagy's building. The city attorney reported that she has not heard anything back from the owners.

Christine Olson discussed a problem she is having with her neighbor's dogs. They have been getting loose, running at large, and barking excessively, as well as digging holes under her privacy fence. She has spoken to the neighbor about this but the problems are still taking place. Police Chief Smith informed her to contact the police department if it happens again, and they will go down and speak to the dog's owner.

Doug Erickson reported that the bid letting for the Lead Service Line Inventory to check the unknown service lines to see if they are lead or not took place May 21. The city has received a $30,000 grant to be used towards the cost of this project. The following bids were received:

MB Construction, LLC $45,000.00

Laverdiere Construction, Inc 56,175.00

A motion was made by Northup, and 2nd by Olson to accept the bid of MB Construction, LLC, in the amount of $45,000 for the Lead Service Line Inventory. McDowell, Newberry, Northup, Olson, and Six AYE.

Doris Harman discussed a couple that were arguing in public last week. The council informed her to call 9-1-1 if this happens again.

Police Chief Gary Smith reported that the “Ice Cream Day” at the grade school was enjoyed by the students last week.

Mayor Six reported that he recently met with the new owner of the old high school property. The owner informed Mayor Six that he plans to put a permanent fence around the property.

The Dallas City Fire Department recently held some training and used water out of a fire hydrant for it and to wash down a city street. The city has no problem with this, but Mayor Six has requested that they notify the city when they are going to do something like this so that the city is aware that there could be a change in the city's water pressure.

Discussed the situation that Charles Harper discussed at a recent meeting. The city attorney reported that she has someone from her office working on this.

Discussed the grate at East Second Street and Elm Street. Havel Welding & Fabrication has quoted a price for a 33” wide X 13' long grate using the following:

3/8” steel $3,000

1/2” steel $3,800

5/8” steel $4,300

Brandan Beach's quote to do a 6” concrete ledge around the outer perimeter to add support for the grate is $800-$1,000.

A motion was made by Northup, and 2nd by Olson to accept Havel Welding & Fabrication's quote of $4,300 for a 33” X 13' X 5/8” steel grate and Brandan Beach's quote of $800-$1,000 to do a 6” concrete ledge around the outer perimeter. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the beautification work Cindy Ritz is doing at city hall. She is hoping to get the work completed by the end of this week or the first of next week.

Discussed the culverts along Pine Street just south of the railroad crossing that need to be replaced. It appears that one of these culverts is the city's and one is the railroads. A new culvert has been ordered to replace the city one and the city's employee will do the work. Mayor Six is going to contact the railroad regarding their culvert that needs replaced.

Discussed replacing a culvert at Elm Street and East Fifth Street and one on East First Street. This will be discussed more at the next meeting.

Mayor Six recently spoke to the Hancock County Economic Development's Executor Director Samantha Harnack about possible grants.

Discussed building a peer in front of the city hall on the north side of West First Street.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:34 p.m.
