McDonough County Board Human Resources and Planning Committee met June 13.

Here are the minutes provided by the committee:

The Human Resources and Planning Committee met on Thursday, June 13, 2024 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members in attendance included Chair Letha Clark, Vice Chair Vicky Kipling, Dustin Berg, George Dixon, Michael Kirby, Jerry Raby, and Dana Walker. Member Dave Nissen was absent. Others in attendance included Tim Roberts, Animal Control Officer Zach Welch, Bonnie Skripps, John Vigezzi, Karen Blakeley, County Chair Scott Schwerer, and Deputy Clerk Stacey Alexander.

Chair Letha Clark called the meeting to order at 7:00 p.m.

Review and Approve Minutes from May 9, 2024

Member Dixon moved with a second by Member Raby to approve the minutes with a correction. Motion carried on a voice vote.

Animal Control Report

Animal Control Officer, Zach Welch gave the report. There was 23 dogs and 23 cats in the shelter at the end of May. A tree was removed from behind the shelter, it was removed by the City because it was dead. John Vigezzi inquired as to why the adoption fee was increased, Welch said a lot of the reason was because of the ten puppies they have had.

Humane Society

Bonnie Skripps with the Humane Society informed the Committee that they had taken animals out for adopt a pet day, and they will be taking animals from the shelter to farmer’s market. They will also be holding a fund raiser on July 19th.

Policies and Procedures

None.

Review Proposed Resolution for Non-Sanctuary County for Immigration

Member Dixon suggested that the resolution be put on the July agenda. Chair Clark stated that State’s Attorney Matt Kwacala needs to review the resolution before the Committee takes any action on it. County Chair Schwerer inquired as to whether or not the definition of a Non-Sanctuary County is in the Resolution, Member Dixon stated that it is not in there.

Review Dog/Cat Letter for McDonough County Pet Owners

Chair Clark discussed the letter, the only change was adding cats to the letter. A discussion was held regarding the starting date on the letter, County Chair Schwerer stated that it becomes effective on December 1, 2024 because this falls in line with the County’s fiscal year.

Member Kipling moved with a second by Member Raby to approve the Dog/Cat Letter for McDonough County Pet Owners. Motion carried on a voice vote.

GIS Update

No report.

Approval of HR & Planning Claims

Member Walker moved with a second by Member Dixon to approve the HR & Planning claims as submitted. Motion carried on a voice vote.

County Board Chair Comments

County Chair Schwerer informed the Committee that the Committee meetings will be held in the Law Library beginning in July.

Adjourn

Member Berg moved with a second by Member Raby to adjourn the meeting at 7:25 p.m. Motion carried on a voice vote.
