City of Jacksonville Cemeteries Board of Managers met june 21.
Here are the minutes provided by the board:
The regular monthly meeting of the Jacksonville City Cemeteries Board was called to order at 9:05 a.m. in the Commission Room of the Jacksonville Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.
ROLL CALL: Members present were: Chairman Linda Brown, Gerald Scott, Vicky Scott; Treasurer Mary Fergurson; City Clerk Angela Salyer; Superintendent Doug Moore. Also present was Deputy Clerk Sue Thomas. Absent from the meeting was Tom Newby. A quorum was declared.
AGENDA: Motion was made by V. Scott, seconded by G. Scott, to accept the June 21, 2024 Agenda as presented in advance. By voice vote, motion carried.
MINUTES: Motion was made by G. Scott, seconded by V. Scott to approve the May 17, 2024 Minutes as presented in advance. By voice vote, motion carried.
FINANCE:
a.) Treasurer’s Investment Report – May 2024:
Treas. Fergurson reported that there is a new CD for $60,000 from City Bank yielding 5% with a maturity May 4, 2026. There was a $100,000 CD that matured June 4, 2024, and she will be looking for a fixed income reinvestment security in the 18 month to two year range in the 5% range. Motion was made by G. Scott, seconded by V. Scott for Treas. Fergurson to reinvest the $100,000 CD. By voice vote, motion carried.
b.) Cash Receipts Report – May 2024:
Chair Brown gave a brief overview of the May Cash Receipts Report noting that the operating fund opening cash balance is $191,727.89, had revenue of $31,757.42, expenses of $60,279.69 leaving an ending balance of $163,205.62.
c.) Cash Receipts Report and Claims Approval – May 2024:
Motion was made by G. Scott, seconded by V. Scott, to approve Financial Statements for the month ending May 31, 2024, to approve the Cash Receipts Reports, and to pay claims when funds are available. By voice vote, motion carried.
SUPERINTENDENT’S REPORT: Supt. Moore reported on the following:
✠ Monday, July 1, 2024 there is a group coming out to have a presentation on history in conjunction with the Jacksonville’s bicentennial next year and the group would like to talk about some Jacksonville centric-persons that are buried in Diamond Grove Cemetery. Supt. Moore spoke with Greg Olson and have selected “Section K’ which has Governor Duncan and other individuals related to Jacksonville. Mr. Olson will be giving the presentation on July 1, 2024 at 10:00.
✠ Received the Department of Financial and Professional Regulation renewal paperwork. This license is due every five years. This is not due until September but Supt. Moore will start the process soon in case any problems arise.
✠ There will be safety training that Cheryl Cooper has organized through the Municipal League for all full-time employees in the near future.
✠ Recently purchased a battery auger which is being used for the ash interments.
✠ There was a cylinder issue on the loader piece on the 110. This machine has been at Sloan’s since May 28, 2024. While the machine has been at Sloan’s waiting for the part which recently arrived, the machine has been serviced and should be done next week.
✠ Concerning Capitol Improvement, the dump trailer should be approved at Monday’s council meeting. Supt. Moore had $15,000 budgeted for the trailer and the cost is $10,600 plus $700 shipping.
✠ More Capital Improvement items, Supt. Moore will be soliciting proposals on the East Shop Roof and still looking into the trash receptacles.
✠ Still waiting on Mr. Sayre from Sayre Concrete to do the columbarium pads.
✠ Supt. Moore will be taking a one week vacation the first week of July.
PUBLIC COMMENT:
OLD BUSINESS:
The Law family attended the May Cemetery Board meeting with questions regarding the number of spaces available within their plot. At the time of purchase, lots were sold by square footage. The Law family originally purchased a 280 square foot plot which currently holds 5 separate remains. Betty Law would like to be buried in that plot but due to current spacing requirements, there is not enough room for another/ 6th traditional burial. A similar situation that happened in 2002 where the family was given a free space due to spacing issues, Ms. Law is asking for the same benefit. After discussion the Board agreed the City is not in a position to donate spaces, but that Ms. Law has the option to bury ash cremains within the spaces of traditional burials, or purchase an additional space at current pricing.

ADJOURNMENT: Hearing no further business, a motion was made by V. Scott, seconded by G. Scott, to adjourn the meeting at 9:46 a.m. By voice vote, motion carried.
