City of Dallas City Council met June 26.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on June 26, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Rich Howe, Tracy Markey, and Josie Finch.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the June 12, 2024, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Anne Thompson asked about the city's message alert system. She has not been receiving the e-mails lately that have been sent when there was a message being sent out. The city clerk reported that there had been a problem with the system, but that it had been resolved. He also reported that Frontier's phone and internet service was out in most of the town on June 25 when a severe storm warning was sent out. Therefore, most residents that have their phone and/or internet service with Frontier did not get this message. The city clerk will look into this further.

Tracy Markey discussed the flowmeter that needs replaced at the sewer lagoon. He has received an estimate from Britton Electronics & Automation Inc. Their estimate is $14,130 and includes the following:

1) Removing the existing flowmeter and ultra sonic head

2) Removing the existing chart recorder

3) Installing a new strut bracket for mounting the ultra sonic head

4) Installing a new flowmeter interface & set-up flowmeter to display flow & running totalizer

5) Calibration of meter & explanation of how the system will work to operator 

6) Correct above ground conduit repairs

He is working on getting a second estimate. He has also installed an ultrasonic device on a trial basis to try to destroy some of the algae in the lagoon.

Commissioner Olson reported that the new grate has been installed at East Second Street and Elm Street.

Mayor Six reported that he has contacted the representative from AmerenIllinois regarding the property that they own along East First Street that the city is interested in purchasing. Mayor Six was informed that they have sold this property to someone else. He informed the AmerenIllinois representative that the city would like for them to clean up the property that they still own along First Street.

Discussed the current river level and the forecasted flooding that is going to be taking place in the next few days. It was decided to purchase additional sand bags, if needed.

Discussed “NO DUMPING” signs for Elm Street. They have been ordered. Also, discussed purchasing life jackets for the city employees for when they put the boat docks in and out of the river. It was decided to purchase these life jackets.

Discussed a vacant lot adjacent to city property that is for sale on a tax deed auction. A motion was made by Northup, and 2nd by Olson to pursue purchasing this lot up to $850. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed vehicles that are parking in the wrong direction. This will be discussed with the police chief.

Discussed possibly doing an abatement ordinance or raising the amount of the fine that the current nuisance ordinance allows to cover the cost of attorney fees. The city attorney feels that an abatement ordinance would be the better choice. The council asked her to begin work on drawing up an abatement ordinance.

Harold Northup Jr. left at 6:33 p.m.

Rich Howe discussed a tree on another property owner's ground that he feels needs to be cleaned up.

A motion was made by Olson, and 2nd by Newberry to adjourn the meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

The meeting was adjourned at 6:41 p.m.
