City of Macomb Committee of the Whole met July 8.

The Committee of the Whole, of the Macomb City Council, met in the City Council Chambers on Monday, July 8, 2024 at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.
Mayor Inman called the meeting to order and roll call was taken, Deputy City Clerk Jennifer Cerven called the roll and the following were present: Aldermen Justin Schuch, John Vigezzi, Byron Shabazz, Dave Dorsett, Ashley Katz, Don Wynn, and Dennis Moon.
Also, in attendance were, City Administrator Scott Coker, City Attorney Lisa Scalf, Community Development Director Miranda Lambert, and Interim Transit Director Andrew Erwin.
Public Comment: None
The first item on the agenda for discussion was on an Ordinance to Authorize the Issuance of a Special Use Permit to Allow Boarding House in an R-4 Multiple Family Zoning District at 720 Wigwam Hollow Road, Macomb, McDonough County, Illinois. This ordinance had first reading last Monday night.
CDD Lambert stated applicant from 720 Wigwam Hollow Road was requesting the special use permit to allow for, boarding up to 30 individuals. The ordinance was updated last month, with intentions to make use of properties, such as the vacant fraternity/sorority housing to their full capacity. With the special use, certain criteria must be kept in place; fire sprinkler suppression, fire alarms inspected by the Fire Chief; and rental inspections, to be done twice a year.
CDD Lambert stated currently there are graduate students living there, that desire to stay. Mayor Inman asked if the property was currently in compliance with the criteria.
CDD Lambert stated no.
Her request was for council to not move forward on final action at next Monday night’s meeting. Applicant would be present to give an update on the property, if a valid certificate of occupancy was not in place. The property manager, as well as the property owners, have been notified of compliance in terms of having their fire sprinkler suppression, fire alarm system tested and approved by the Fire Chief, as well as their spring rental inspection. These were items the property manager was working on; and depending on what she presents, she would request to bring it to Committee of the Whole with Power to Act the following week.
Mayor Inman stated it would tentatively be an agenda item for action at next Monday night’s meeting, if the property was not compliant, we would seek other alternatives.
There was no further discussion.
The second item on the agenda for discussion was on a Use Agreement between the City of Macomb and Macomb Community School District 185. A memo from Interim Transit Director Erwin was provided along with a copy of the agreement.
Interim Transit Director Erwin stated staff requests City Council approve the Macomb School District (MCUSD) Use Agreement to provide specified periodic access to the bus wash at the City of Macomb Public Transportation Transit Center, upon execution and approval with automatic renewal for five one-year terms.
He stated MCUSD shall remit to the City the following Compensation; all costs associated with programing the bus wash for MCUSD buses, estimated cost of $4,769.96, per use fee of $45.00/wash, with charge use to increase by 5% each year of this agreement with the first such increase to commence on May 1, 2025 and on May 1st of each year thereafter. City will invoice MCUSD monthly for use fees. Use of the bus wash shall occur between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday, excluding city observed holidays.
Alderman Vigezzi asked if this was exterior only.
Transit Interim Director Erwin stated yes.
Alderman Dorsett asked if it would be transit staff that operates and no one from outside.
Interim Transit Director Erwin stated MCUSD staff would drive the buses in, but transit staff would operate the washing facility.
There was no further discussion and Mayor Inman stated this item would be placed on the agenda for final action at next Monday night’s meeting.
There being no further business to come before Council, Alderman Dorsett moved, seconded by Alderman Vigezzi to adjourn the meeting, all Aldermen voting “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:22p.m.
