City of Waverly City Council met Aug. 6.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Campbell, Alderman Lyons and Alderman Smith. Absent: Alderman Baines, Alderman Nagel and Alderwoman Robinette.

3. Comments from the Floor

Darla Stewart – Waverly Public Library – Darla reported on the status of the broken window at the library. Chief Berola and John Lyons have looked into this situation and will review for possible placement of new cameras. Several events are planned for the library those being: story hour in August, an event during the Fall Festival in October and a Christmas Party on December 21, 2024.

Barry Austin – lake property easement – Mr. Austin did not appear.

David Bandy – came before the Council with a mowing dispute involving property lines. Mayor Duewer said he would look into the situation.

4. Approve Open Meeting Minutes from the July 02, 2024 Regular Meeting

Alderman Smith moved, second by Alderman Lyons to approve the minutes for July 2, 2024 as presented. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Campbell moved, second by Alderman Smith to approve all reports as presented. All present voted aye.

6. Pay July Bills Due in August 2024

Alderman Smith moved, second by Alderman Lyons to approve and pay all bills as presented. All present voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

8. Finance

None

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

The City Clerk reported that Greg Hillis, Benton and Associates is moving forward with our grant application for submission to DNR in September 2024.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000. The process has begun, the Clerk will provide updates as they are received. The project is moving forward.

Discussion and possible action regarding an Archery Target Shoot Competition at Waverly Lake. Mayor Duewer will continue to work on this for next year (2025).

Discussion and possible approval to have the fall drawing for deer and waterfowl in September. Alderman Smith moved, second by Alderman Lyons to set Tuesday, September 10th as the day to draw for permits. Information will be placed in the Waverly Journal.

10. Police

Chief Berola reported nothing unusual for the month of July. Chief Berola also reported that the City of Waverly is now in complete compliance with the State of Illinois Law Enforcement ________ Data Systems (LEADS)

Discussion and possible approval regarding hiring and increase in officer rates. This issue was tabled until the September City Council meeting,

Alderman Lyons moved, second by Alderman Campbell to approved the purchase of police radios and body cams. All present voted aye.

11. Utilities, Streets and Alleys

John Lyons reported that work on the installation of new gas valves has started and is progressing well. A growing problem with groundhogs has been reported and Morgan County Animal Control will be contacted by the City Clerk.

First Reading of Ordinance 24-03 – Increase Water / Sewer Rates. The final reading and approval is set for the September City Council meeting.

12. Committee Reports

None

13. Zoning

Zoning Board member Bill Houchins reported that the committee will be presenting revised Fence Regulations for review at the September City Council meeting.

14. Old Business

None

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

Alderman Lyons moved, second by Alderman Smith to enter closed session at 7:30 pm. All present voted aye.

Alderman Campbell moved, second by Alderman Lyons to re-enter Open Session at 7:50 pm. All present voted aye.

16. New Business

Alderman Smith moved, second by Alderman Campbell to re-bid the Lake Farm for the period 01/01/25 through 12/31/27. All present voted aye.

17. Adjourn

Alderman Smith moved, second by Alderman Lyons to adjourn at 7:58 pm. All present voted aye.
