City of Dallas City Council met Aug. 14.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on August 14, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Tom Schaefer, Molly McDowell, Michelle Gold, and Kenny Foster.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the July 24, 2024, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Tom Schaefer asked about the tennis courts, the door that has been removed from it, and the lights for the basketball court and tennis courts. He would also like for the council to consider spraying the weeds around the outside of the tennis courts.

Mr. Schaefer would like to compliment Mike Amenell, the city's streets employee, for the work that he has been doing around town.

Michelle Gold discussed some trees that are blocking street signs on West Fifth Street. Commissioner Olson will have the streets employee work on getting these trees trimmed.

Molly McDowell and Michelle Gold appeared on behalf of the Dallas City Celebration Committee. They informed the council that the committee would like to apply for a grant to build a pavilion on the southern portion of the city's lot on West First Street where the water salesman is located. Before they do anything, though, they need the council's permission to use the lot for the pavilion. A motion was made by Northup, and 2nd by Olson to give the Dallas City Celebration Committee permission to build a pavilion on the city's lot on West First Street where the water saleman is located. Mayor Six discussed the railroad crossings in town that BNSF has been working on this week. He has spoken to a BNSF employee that told him that the railroad is planning on doing more work to the crossings in town so that they are back to being in acceptable condition.

Mayor Six reported that the City of Carthage has informed him that they are ready to sell us their used dump truck with snow plow and spreader. They are asking $15,000. A motion was made by Olson, and 2nd by Northup to purchase the dump truck with snow plow and spreader from the City of Carthage for $15,000. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed a property in town that there is a question concerning the property line.

Discussed the street culvert on East First Street and the one at East Fifth Street and Elm Street that are going to be replaced. The city's street employee still plans to do the one on East First Street, and he and Brandan Beach are planning on doing the one at East Fifth Street and Elm Street.

Discussed some other culverts around town that appear to be plugged, and possibly getting a jetting machine to unplug these culverts.

Discussed some State of Illinois drains that need to be addressed. Mayor Six will contact IDOT regarding these drains.

Discussed changing the city council meetings to the first and third Mondays of each month at 5:30 p.m. A motion was made by Olson, and 2nd by Northup to hold city council meetings on the first and third Mondays of each month at 5:30 p.m. beginning in October 2024. McDowell, Newberry, Northup, Olson, and Six AYE.

The city attorney will be contacted to draw up the necessary ordinance to make this change official.

The Dallas City Celebration Committee indicated that they would be interested in helping to renovate one of the tennis courts into a pickleball court.

Police Commissioner Northup discussed a request from Police Chief Gary Smith for the city to purchase the following ammunition for the police department:

9 mm HST 147 Grain, 1000 rounds $ 475

.40 Cal HST 180 Grain, 1000 rounds $ 460

.40 Cal FMJ 180 Grain, 1000 rounds $ 320

.223 Cal USP 64 Grain, 1000 rounds $ 680

Shipping $ 140

TOTAL $2075

The last time the police department ordered ammunition was in April 2021. A motion was made by Northup, and 2nd by Olson to authorize Police Chief Smith to purchase the requested ammunition for $2075. McDowell, Newberry, Northup, Olson, and Six AYE.

Mayor Six has been contacted by a parole officer regarding a juvenile that needs to perform some community service work. Discussed having someone like this paint the parking stripes on Oak Street.

Police Officer Kenny Foster reported that he and Police Chief Smith will be attending a criminal procedure training in East Moline on August 27.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:28 p.m.
