City of Jacksonville City Council met Aug. 26.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 6:19 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Don Cook, Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mary Watts; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Angela Salyer. Alderman Eren Williams was absent. A quorum was declared.

MINUTES: Motion was made by Scott, seconded by Oldenettel, to accept the August 12, 2024 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS:

City Clerk Salyer read a request from Sue Brosmith asking for permission to block Finley Street from State to Lafayette for the Finley Street Fall Block Party on October 6, 2024. CC Salyer also red a request from Shykeyla Hamilton to block West Morgan Street from South Prairie to South Kosciusko on August 31, 2024. There were no objections.

CLAIMS: None.

MAYOR’S REPORT: No discussion.

CONSENT AGENDA

CONSENT AGENDA: (Items addressed under the Consent Agenda are routine or are brought forward at the direction of the Council and are enacted with one motion. If discussions were desired, that item would be removed from the Consent Agenda and considered separately under the Committee Reports.)

2024-R-124 RESOLUTION AUTHORIZING WAIVER OF ADVERTISEMENT FOR BIDS: AND ACCEPTANCE OF PROPOSAL FOR REMOVAL AND REPLACEMENT OF THE EAST CEMETERY MAINTENANCE SHOP ROOF - $19,800 (Campbell Construction)

PUBLIC PROTECTION:

MOTION TO REQUEST THE BOARD OF FIRE AND POLICE COMMISSIONERS TO HIRE TWO (2) PROBATIONARY PATROLMAN FOR THE JACKSONVILLE POLICE DEPARTMENT.

SPECIAL STUDIES: No discussion.

UTILITY:

2024-R-125 RESOLUTION AUTHORIZING PAYMENT TO GANO ELECTRICAL RE: NORTH CSO PUMP STATION & CSO EFFLUENT PUMP STATION ELECTRICAL & CONTROL SYSTEM UPGRADES PROJECT FROM THE WATERWORKS & SEWERAGE PROJECTS FUND - $42,913.34

2024-R-126 RESOLUTION AUTHORIZING VARIOUS PAYMENTS FROM THE WATERWORKS & SEWERAGE PROJECTS FUND FOR CERTAIN IMPROVEMENTS PROJECTS - $27,419.85 (Benton & Associates, Inc - $21,703.42, Benton & Associates, Inc. - $5,689.43)

Motion was made by Watts, seconded by Oldenettel, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda and there were none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Williams)

Motion carried 9-0-1.

PLANNING & PUBLIC WORKS:

1. Second Reading of an ordinance amending the Jacksonville Zoning map for property located at 2244 West Morton Avenue from R-1 to B-3. Motion was made by Scott, seconded by Lockman to accept the ordinance. CA Beard read the ordinance as proposed.

2024-O-016 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 2244 WEST MORTON AVENUE FROM R-1 (ONE FAMILY DWELLING DISTRICT) TO B-3 (LIMITED BUSINESS DISTRICT), is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Williams)

Motion carried 9-0-1.

PUBLIC PROTECTION:

1. First reading of an ordinance amending Chapter 28. Vehicles for Hire, Article 2. Ambulance Provider Services. Motion was made by Speed, seconded by Henry to accept the firs reading. CA Beard read the ordinance as proposed.

2024-O-017 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ordinance AMENDING THE JACKSONVILLE MUNICIPAL

CODE, CHAPTER 28 VEHICLES FOR HIRE, ARTICLE 2.

AMBULANCE AND AMBULANCE PROVIDER SERVICES, is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 9-0-1.

SPECIAL STUDIES: No discussion.

UTILITY: No discussion.

OLD BUSINESS:

Ald. Oldenettel raised safety concerns regarding the buildings in Community Park that formerly housed the Jacksonville Developmental Center. After the recent fire, several residents in her ward have voiced their concerns. Mayor Ezard said the recent fire was an eye-opening experience for the City and the first responders. The City is working closely with the State to try and take care of the issues.

ESDA Dir. McCarty said the communication camera was opened after the fire. The first responders, the engineers and City employees who witnessed the condition of the building have a much clearer communication path since the fire. This will be a long-term solution that must be done right.

ADJOURNMENT: With no further discussion, motion was made by Cook, seconded by Speed, to adjourn the meeting at 6:38 p.m.
