City of Dallas City Council met Aug. 28.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on August 28, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Peggy Newberry, Harold Northup Jr., and Greg Olson. Carole McDowell was absent.

Others attending the meeting were Anne Thompson, Rich Ankrom, Robert Young, Doris Harman, Judy Melton, Charisse Purchatzke, Doug Erickson, Gary Smith, and Josie Finch.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the August 14, 2024, meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Doug Erickson reported that the Lead Service Line Inventory is done. Of the 489 total service lines, there is 1 pure lead, 213 galvanized, and 2 unknown lines that are going to need to be replaced. He is working on getting the Facility Plan done for the funding of this project.

Mr. Erickson also reported that there are two change orders regarding the Lead Service Line Inventory Project that need to be approved. The first change order is for the deletion of 22 Exploratory Vacuum Excavations from the original agreement with MB Construction, LLC. The second change order is to modify the contract language with MB Construction, LLC. A motion was made by Northup, and 2nd by Olson to approve both change orders regarding the Lead Service Line Inventory Project with MB Construction, LLC. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

W.L. Miller Company has completed the oiling and chipping of the streets that were scheduled to be done this year.

Doris Harman requested that a hole on Pine Street be patched. Commissioner Olson will have the street employee take care of this.

Rich Ankrom and Robert Young appeared on behalf of SIMEC, LLC. They do electric aggregation work. Mr. Ankrom explained how electric aggregation works. It looks for ways to find the lowest electricity rate for a city's electricity consumers. The law requires that the city's residents vote on this as a referendum. The council asked for the names of some other communities in the area that they have done this kind of work for. The council will contact some of these communities to see what their opinions are regarding this.

Police Chief Gary Smith reported that he is going to be attending a demonstration regarding Hancock County possibly going to an e-citation form of issuing tickets. Henderson County already does this.

Discussed getting an estimate for the price of converting one of the tennis courts into a pickleball court.

Commissioner Olson reported that an OSHA representative recently inspected the city street department. We have been informed that we have to install lighted “EXIT” signs at the city maintenance building. There are also a few other minor things that the city needs to address. These things will be addressed as soon as possible.

Mayor Six reported on a recent Hancock County Mayor's meeting that he attended. Discussed the old Hagy's Building that fell in during the storm last night.

Discussed getting some properties surveyed. A motion was made by Northup, and 2nd by Olson to survey 3 or 4 city parcels to verify the property lines. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Judy Melton asked about possibly getting grants for the tearing down of some of the abandon buildings that need to be torn down in town.

The city attorney presented the council with an ordinance to change the city council meetings to the first and third Mondays of each month at 5:30 p.m. A motion was made by Olson, and 2nd by Northup to pass Ordinance #679, changing the dates of the monthly city council meetings to the first and third Mondays of each month at 5:30 p.m. beginning in October 2024. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

The city attorney discussed the appropriations ordinance for the 2024-2025 fiscal year. Since there were not objections presented at the public hearing that was held prior to tonight's meeting, a motion was made by Olson, and 2nd by Northup to pass Ordinance #680 for the making of appropriations for the May 1, 2024, to April 30, 2025, fiscal year. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Commissioner Northup left the meeting at 6:37 p.m.

Discussed the old newspaper building and the old city hall building.

A motion was made by Olson, and 2nd by Newberry to adjourn the meeting. Newberry, Olson, and Six AYE. McDowell and Northup ABSENT.

The meeting was adjourned at 6:44 p.m.
