PUBLIC COMMENT

Citizens wishing to address the City Council on matters germane to the agenda of the meetings will be limited to 3 minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

CONSENT AGENDA

1. Minutes of the City Council meeting held September 16, 2024, and Committee of the Whole meetings held September 23, 2024, and September 30, 2024.

2. Monthly Reports: Treasurer's Report August 30, 2024

3. Approve Illinois Department of Transportation Motor Fuel Tax funds Review #75 covering Fiscal Year beginning January 1, 2023, through December 31, 2023.

UNFINISHED BUSINESS

1. Consideration of an Ordinance to Create a Class V Liquor License for Whitberg, LLC at 1690 East Jackson Street, Macomb, Illinois.

This ordinance had first reading September 16, 2024. City Attorney Scalf will present for second reading. Final action is in order.

2. Consideration of an Ordinance to Create a Class V Liquor License for Niemann Foods, Inc. d/b/a Rich's at 501 West Jackson Street, Suite A, Macomb, Illinois.

This ordinance had first reading September 16, 2024. City Attorney Scalf will present for second reading. Final action is in order.

3. Consideration of an Ordinance Amending Section 4-83 Allowing a Supplemental Outdoor Cafe Liquor License for Class A License Holders in the Downtown Business District.

This ordinance had first reading September 16, 2024. City Attorney Scalf will present for second reading. Final action is in order.

4. Consideration of an ordinance to Amend Section 16-71 Concerning Trespass.

This ordinance had first reading September 16, 2024. City Attorney Scalf will present for second reading. Final action is in order.

5. Other unfinished business.

NEW BUSINESS

1. Consideration to Authorize Wastewater Division of Public Works to Bid on Sanitary Sewer Lining Project.

2. Consideration to Award Bid for Sludge Removal for Water and Wastewater Treatment Plants to J. OROS Environmental, Inc. in the amount of $90/Ton Qty 500, Water Treatment, $350/Ton Qty 500 Wastewater Treatment.

3. Consideration to Approve Loan Application for Bloom Macomb, LLC for a Revolving Loan in the amount of $15,000.00 over 5 years at 3% interest.

This was recommended by Community Development Committee at the September 30, 2024, meeting. Final action is in order.

4. Consideration to Authorize payment to Laverdiere Construction, Inc. for the "Emergency" Relocation Sanitary Sewer MHS Fieldhouse, in the amount of $29,400.00.

Public Works Director Ohrtmann contacted Mayor/Council regarding the issue ahead of time. Final action is in order.

5. Consideration to Authorize payment to Laverdiere Construction, Inc. for the "Emergency" Replacement of Water Main on S. Johnson Street Project north of Grant Street, in the amount of $31,985.10.

Public Works Director Ohrtmann contacted Mayor/Council regarding issue ahead of time. Final action is in order.

6. Other new business.
