City of Jacksonville City Council met Sept. 9.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 7:37 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mary Watts, Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Angela Salyer. Absent from the meeting were Aldermen Don Cook and Brett Henry. A quorum was declared.

MINUTES: Motion was made by Scott, seconded by Oldenettel, to accept the August 26, 2024 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: Motion was made by Williams, seconded by Rubin de Celis, to pay claims when funds are available. By voice vote, motion carried.

MAYOR’S REPORT: No discussion.

2024-R-130 RESOLUTION AUTHORIZING PAYMENT TO PLOCHER CONSTRUCTION COMPANY, INC. RE: CONSTRUCTION SERVICES FOR THE WASTEWATER TREATMENT PLANT PHASE 1 IMPROVEMENTS – HEADWORKS PROJECT FROM THE WATERWORKS & SEWERAGE PROJECTS FUND - $381,5000

Motion was made by Watts, seconded by Lockman, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda and there were none.

Motion carried 8-0-2.

PLANNING & PUBLIC WORKS:

1. First reading of an ordinance amending the Jacksonville Zoning map for property located at 52, 54, 56 and 58 Applebee Farms Drive from R-1 to R-4. Motion was made by Scott, seconded by Rubin de Celis to accept the first reading. CA Beard read the ordinance as proposed.

2024-O-018 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 52, 54, 56 and 58 APPLEBEE FARMS DRIVE FROM R-1 (ONE FAMILY DWELLING DISTRICT) to R-4 (TWO FAMILY DWELLING DISTRICT), is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 8-0-2.

PUBLIC PROTECTION:

1. Second reading of an ordinance amending Chapter 28. Vehicles for Hire, Article 2. Ambulance Provider Services. Motion was made by Speed, seconded by Scott to accept the second reading. CA Beard read the ordinance as proposed.

2024-O-017 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ordinance AMENDING THE JACKSONVILLE MUNICIPAL

CODE, CHAPTER 28 VEHICLES FOR HIRE, ARTICLE 2.

AMBULANCE AND AMBULANCE PROVIDER SERVICES, is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 8-0-2.

2. Resolution approving ECHO application to provide ambulance services for the City of Jacksonville. Motion was made by Speed, seconded by Oldenettel to approve the application as presented.

2024-R-131 RESOLUTION AUTHORIZING ISSUANCE OF LICENSE TO ECHO RESPONSE EMS, LLC. (TERM SEPTEMBER 9TH, 2024 THROUGH DECEMBER 31, 2025)

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 8 Yeas; 0 Nays; 2 Absent (Cook and Henry)

Motion carried 8-0-2.

SPECIAL STUDIES: No discussion.

UTILITY: No discussion.

OLD BUSINESS: No discussion.

NEW BUSINESS: Mayor Ezard advised that Main Street had a great 25th anniversary party this past weekend. The Mayor took notes and is going to build on what Main Street had for the City’s 200th Celebration on October 4, 2025.

ADJOURNMENT: With no further discussion, motion was made by Watts, seconded by Scott, to adjourn the meeting at 7:45 p.m.
