City of Dallas City Council met Oct. 7.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on October 7, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Judy Melton, Dyna Scanlan, Rich Howe, Gary Smith, and Josie Finch.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the September 25, 2024, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Judy Melton asked who has to be contacted in order to condemn a property. The city attorney said that the County Health Department is who has to be contacted in order to condemn a property.

Rich Howe complimented the council for getting some properties in town cleaned up. He asked if a city council member can be sent a letter regarding property that he/she owns and that has something that needs to be addressed. He was informed that city council members are not exempt from the nuisance ordinance.

Police Chief Gary Smith gave his report for September 2024. He recently participated in a school reunification drill in Macomb. He participated with the Dallas City Elementary School District's response team. The drill involved several local school districts, state and local agencies, and nearly 350 students from Macomb Jr High School.

Chief Smith has been asked to be the keynote speaker at the Veteran's Day Program at Illini West High School on November 8. It is being sponsored by the Illini West High School, the Carthage Elementary School, and the Dallas City Elementary School.

Chief Smith is continuing to work with the Dallas City Elementary School developing their response plans. The school is purchasing 2 “Knox Boxes” that will house the keys for the exterior and interior doors of the school building. Chief Smith will be responsible for disbursing keys to the sheriff's and local police departments.

Chief Smith reported that after further discussion at the last police chief's meeting, he is recommending that our police department not participate in the E-Ticket Program. He reported that the only department's that are interested in participating are the Hancock County Sheriff's Office, the Henderson County Sheriff's Office, and the Hamilton Police Department.

Chief Smith has been notified that the Dallas City Police Department has been selected for the ILEAS Less Lethal Alternatives for Law Enforcement/Less Lethal Device Grant (TASER). The grant totals $9,411.60 for 3 TASER 10 packages. The TASER 10 program is for 5 years. The cost of the 3 TASER 10 packages for the first year is $9,411.60 which will be paid for with the grant that the police department is receiving. The cost for years 2-5 is $909.30 per year. A motion was made by Northup, and 2nd by Olson to purchase 3 TASER packages. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the bills for sand, loading of the sand, trucking the sand, and dozer rental for the sand that was used to fill in the hole at the old Hagy's building. The city is being billed for 37 loads of sand, but only being billed for the loading and trucking of 27.75 loads. This will be discussed more at the next meeting.

The city has received an amendment to the Grant Agreement from the Illinois Environmental Protection Agency for the Lead Service Line Inventory Grant. The city clerk has sent this amendment to the city engineer for him to look over. The city engineer has informed the city clerk that he recommends that the city approve this amendment. A motion was made by Northup, and 2nd by Olson to approve the amendment to the Grant Agreement from the Illinois Environmental Protection Agency for the Lead Service Line Inventory Grant. McDowell, Newberry, Northup, Olson, and Six AYE.

The city attorney discussed the city placing a lien on the property where the old Hagy's building was. A motion was made by Olson, and 2nd by Northup to have the city attorney file a lien on the property at 396 Oak Street. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed doing an Abatement Ordinance. This will be discussed more at the next meeting.

Police Chief Smith discussed the mail delivery truck and the problem of it hitting a building along East Second Street more than once. Since the grate at the east end of this street was recently replaced and is now capable of handling larger trucks, like the mail delivery truck, he recommends doing an ordinance that would prohibit trucks from using East Second Street from Oak Street to the post office. This will

be discussed more at the next meeting.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:24 p.m.
