City of Waverly City Council met Oct. 1.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith.

2. Pledge of Allegiance

3. Comments from the Floor

Several people had comments regarding the proposed action by the city to ensure the safety of persons, specifically children, riding e-bikes, scooters, off road motorcycles, all-terrain vehicles, etc. Those speaking were: Stephanie Ortman, Allan Bettis, Amanda Stewart, Carlyn Rhea and Kent Seiz. All were concerned regarding safety issues and that fact that most who ride the, above mentioned vehicles do not do so I accordance with traffic rules and laws. Educating the youth of Wavely was listed as a priority. City is willing to explore all possibilities.

4. Approve Open Meeting Minutes from the September 3, 2024 Regular Meeting

Alderman Campbell moved, second by Alderman Nagel to approve the minutes as presented. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderman Smith to approve all reports as presented. All present voted aye.

6. Pay September Bills Due in October 2024

Alderman Nagel moved, second by Alderman Baines to pay the September bills as presented. All present voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

Opening and approval of bids received for the Lake Farm for the term January 1, 2025 through December 2026. Bids were opened and Alderman Lyons moved, second by Alderman Nagel to accept the bid presented by Paul Bergschneider. All present voted aye.

Discussion and possible postponement of Fall City Wide Clean-Up Day. It was decided that due to increased costs and dwindling donations the Fall Heavy Trash Clean-Up is cancelled with the hopes of having a Heavy Trash Clean-Up in the Spring of 2025.

8. Finance

First Reading of Ordinance 24-07 for the FY2025 Tax Level for the City of Waverly, Morgan County, Illinois. Second reading will be held at the November reading with the final appropriations due to Morgan County by December 31, 2024.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2023. The City of Waverly was NOT awarded the OSLAD grant for this year (2024)

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000. The process has begun, the Clerk will provide updates as they are received. The project is moving forward.

The shoreline stabilization work has begun by GH Marine with a scheduled completion date of October 15, 2024.

10. Police

Chief Berola reported that all officers \worked during the past month (236 hours). The body cameras are not being utilized by all officers, as well as all officers have a new “kit” that they carry to address e3mergency situations. Narcon will be added to the “kits”. The Chief is working with the Elementary School Principal to schedule a Bicycle Rodeo to teach safety of the road.

11. Utilities, Streets and Alleys

John Lyons reported there were two (2) were main breaks in town and both were repaired. John was asked to provide a list of the YEILD signs in town for discussion about possible replacement.

Alderman Nagel moved, second by Alderman Lyons to approve replacement of the storm damaged pump house. All present voted aye.

12. Committee Reports

No reports.

13. Zoning

Billy Houchins reported that the Zoning Committee will be presenting a zoning proposal at the November Council meeting.

14. Old Business

Nothing.

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

16. New Business

Alderwoman Robinette moved, second by Alderman Nagle to set date/hours for Trick-or-Treat as October 31, 2024, 5:30 pm – 8:30 pm, for houses with their porch lights on. All present voted aye.

First reading and discussion regarding Ordinance 24-05: An Ordinance Establishing Rules for the Operation of E-Bikes, All-Terrain Vehicles and Off Highway Motorcycles. This issue was tabled pending further discussion.

First reading and discussion regarding Ordinance 24-06: An Ordinance Amending Ordinance 22-05. Final reading and possible approval with occur at the November Council meeting.

17. Adjourn

Alderman Nagel moved, second by Alderman Campbell to adjourn at 8:10 pm. All present voted aye.
