McDonough County Board Road & Bridge Committee met Oct. 3.

Here are the minutes provided by the committee:

The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, October 3, 2024 at 7:00 P.M. The Meeting was held at the McDonough County Courthouse, 3rd Floor, Law Library. Committee Members present included Chair Dave Cortelyou, Vice Chair Craig Foster, Eric Chapman, Mike Cox, George Dixon, Travis Hiel, and Jerry Raby. Member Jarad Royer was absent. Other persons in attendance: Patrick Stout, Dave Cadwalader, County Engineer Megan Crook, County Chair Scott Schwerer, and Deputy Clerk Emily Flynn.

Chair Dave Cortelyou called the meeting to order at 7:00 P.M.

Review Minutes from September 5, 2024

Member Hiel moved with a second by Member Raby to approve the minutes as submitted. Motion carried on a voice vote.

Accept and File Annual Township Bridge Program Documentation Review

The Annual Township Bridge Program Documentation Review was received, and a discussion was held. Member Foster moved with a second by Member Dixon to approve the Annual Township Bridge Program Documentation. Motion carried on voice vote.

Discuss Hiring 3 Maintenance Employees

In the beginning of September, the two open jobs were posted and the interviews were held last week. They had good applicants and they all had CDLs. Engineer Crook informed the Committee that she usually has six full time employees but would like to increase that to seven, and that she has the funding in her budget to do that.

Member Foster moved with a second by Member Chapman to approve a third new hire. Motion carried on a voice vote.

Approve the Resolution to Purchase a 2026 Mack Tandem Truck with Stainless Bed, Front Plow, Mid-Mount Wing Plow and Stainless Spreader Box

A discussion was held regarding the purchase of two of these trucks.

Member Cox moved with a second by Member Hiel to Approve the Resolution to Purchase a 2026 Mack Tandem Truck with Stainless Bed, Front Plow, Mid-Mounting Wing Plow and Stainless Spreader Box, and to approve the purchase of two of these trucks. Motion carried on a voice vote.

Approve the Resolution to Purchase New Service Truck with Service Body

Member Foster moved with a second by Member Raby to approve the Resolution to Purchase New Service Truck with Service Body. Motion carried on a voice vote.

Agreement for County Engineer’s Salary

Member Hiel moved with a second by Member Foster to approve the Illinois Department of Transportation Agreement for the County Engineer’s Salary. Motion carried on a voice vote.

Miscellaneous Project Updates

The apple orchard bridge is coming along, it needs the guard rail and asphalt, hopefully it will be done by the end of the month.

Claims Review and Approval

Member Dixon moved with a second by Member Raby to approve the claims submitted. Motion carried on a voice vote.

County Chair Comments

County Chair Schwerer informed the Committee that Board Member Joe Erlandson had received an email complimenting Engineer Crook on how she handled a property owner’s request for a sign. Schwerer said that the Law and Legal Committee is working on creating a Solar Ordinance. He also informed the Committee that there is a Federal Lawsuit moving forward regarding the highspeed pursuit in January of 2023.

Member Foster moved with a second by Member Chapman to adjourn the meeting at 7:35 p.m. Motion carried on a voice vote.
