City of Jacksonville City Council met Oct. 15.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 6:33 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Don Cook, Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mary Watts; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Angela Salyer. Absent from the meeting was Alderman Eren Williams. A quorum was declared.

MINUTES: Motion was made by Scott, seconded by Speed, to accept the September 23, 2024 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: Motion was made by Cook, seconded by Lockman, to pay claims when funds are available. By voice vote, motion carried.

MAYOR’S REPORT:

1. Appointment of Colleen Flinn, Nick Little and Cheryl Kelly to the Historic Preservation Commission. (Kelly – Term ending December 1, 2024 and Flinn & Little – Terms ending December 1, 2025) Motion to accept Mayor’s appointments made by Scott, seconded by Oldenettel. By voice vote, motion carried.

Motion was made by Watts, seconded by Henry, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda and there were none.

Motion carried 9-0-1.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL: No discussion.

PARKS & LAKES: No discussion.

PINNING CEREMONY:

Chief Doug Thompson introduced Matt Martin, a 20-year veteran of the Jacksonville Police Department (JPD) and the new Chief Deputy of JPD. Mr. Martin has been a field training officer, field training coordinator, on Special Response Team (SRT) and currently in charge of SRT. CD Martin received his pin from his wife, Rachel.

Chief Thompson introduced three new officers that just completed field training, Donovan Greene, Dylan Bone and Brady Brown. They received their pins from Lt. Haeffeli.

PLANNING & PUBLIC WORKS:

1. First reading of an ordinance amending the Jacksonville Zoning map for property located at 420-440- South Clay Avenue, from Public to B-4. Motion was made by Scott, seconded by Lockman to accept the first reading. CA Beard read the ordinance as proposed.

2024-O-019 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 420-440 SOUTH CLAY AVENUE FROM PUBLIC to B-4 (GENERAL BUSINESS DISTRICT), is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Williams)

Motion carried 9-0-1.

PUBLIC PROTECTION: No discussion

SPECIAL STUDIES: No discussion.

UTILITY: No discussion.

OLD BUSINESS:

Ald. Oldenettel thanked all the Department heads, Aldermen and everyone from the community that helped with the tree planting on October 12, 2024. This Saturday, October 19, everyone will be meeting at 9:00 a.m. at the Jacksonville Correctional Center to plant the rest of the trees.

NEW BUSINESS:

There will be two days of trick or treating from dusk to 9:00 p.m. October 30 and October 31.

ADJOURNMENT: With no further discussion, motion was made by Cook, seconded by Oldenettel, to adjourn the meeting at 6:46 p.m.
