City of Greenville City Council met Oct. 17.

The Special Council meeting was called to order on Thursday, October 17, 2024 at 6:00 PM by Mayor George Barber.
1. ROLL CALL

2. PUBLIC COMMENTS
None
3. CONSENT AGENDA
3.1. Ratification of opening separate checking account for the Elm Street Watermain Grant funded project. This is a requirement of the grant.
3.2. Ratification of payment to IL State Treasurer for city share of Beaumont resurfacing project in the amount of $76,142.88 per the grant agreement.
3.3. Ratification of Sewer Department Turbine (Effluent) Pump purchase in the amount of $70,847.20 payable to Municipal Equipment Company, Inc. This was a budgeted item.
3.4. Ratification of Ordinance for IMLRMA Risk Management Renewal for $148,933.95 for the Min/Max program.
3.5. Ratification of DCEO Site Planning Grant Resolution
3.6. Ratification of pay estimate #13 for the Water Treatment Plant upgrades in the amount of $1,325,807.99 payable to Grunloh Building Inc.
Motion by Kyle Littlefield, seconded by Lisa Stephens, Motion to approve consent agenda items 3.1 - 3.6.

4.1. Consideration of demolition of old gas station building located at 219 North Second Street.
City Manager Hollenkamp went over the Action Item Summary and showed pictures of the black mold on the inside of the building.
Lisa Stephens thought it was on the Old National Trail and would like to preserve historic places due to her DAR membership. She suggested doing a fundraising drive to raise money to pay for preserving it. She also does not know if the community will is out there to fund raise. Can we wait until next meeting to make a decision?
Jason Heckman said the plaster is cracking. Richard Fitzsimmons said the roof is not leaking in the Lost and Found area.
Hollenkamp said we have until the Mario's building is done (Nov 12).
Jane Neumann, previous owner of the building before Breck Nelson, said she had renters in there three years ago, and had the building tuckpointed four years ago.
Kyle Littlefield asked if we could shoot for 3 weeks to make a decision and have a special meeting.
Motion by Lisa Stephens, seconded by Kyle Littlefield, to wait until the next meeting to put to a vote on either to restore or demolish the old gas station so the public can get more engaged.

6. PUBLIC COMMENTS/DISCUSSION OF 2024 CITY OF GREENVILLE STRATEGIC PLAN BY PUBLIC AND COUNCIL
6.1. Discussion.
Suzanne Davis of Greenville University is happy with the goals. Dale Hastings said tourism- it is all of our business; Greenville - it is all of our business. Davis said local initiatives may be more beneficial than trying to get a chain restaurant. Stephens said the City has helped many local home town businesses, such as RVE Diners and Kahuna's. Dan Forsberg, who owns Dirty Dan's, is wanting to expand possibly out by the interstate corridor. Sarah Littlefield asked that we do not go overboard on the active code enforcement.
Stephens said there are a lot of new shops opening in the area. Lots of growth in fifteen years. Bond County needs to go to the restaurants that are open.
Byron Shanks said they are extremely grateful for the Lost and Found support groups that are housed in the old gas station's garage. They appreciate the building so they can help people and it is very accessible.
JoEllen Vohlken said residents need to understand how the decision making works. Also, it does not help when people are so negative and reflect that. She added the Pregnancy Support Center has to be vacated from their current location by the end of the year. On another note, Greenville is a great place to rebuild your life.
Kenny Hampton referenced the Globe Theatre. Mayor Barber stated the building sale will close on 10/31/24 to the Mergner's. From that point the owners are ready to move forward to get the building up and running. Hampton then suggested offering incentives to people who attend GU to live in the community for a discount and partner with the college.
Mayor Barber thanked everyone for their participation and their input.

Motion by Kyle Littlefield, seconded by Blake Knox, to adjourn the Special Council Meeting at 7:20 PM.
