City of Hamilton City Council met Oct. 21.

Here are the minutes provided by the council:

1. ROLL CALL

The Hamilton City Council met in regular session 7:00pm at the Hamilton City Hall. Attending were Mayor Bocephus Casey, Aldermen Tommy Buckert, Andrew Asbury, Brandon Wilson, Beverly Boone, Steve Schlatter and Debbie Summers, Clerk Michelle Dorethy, Public Works Director Aron Metternich, and Police Chief Mike Boley.

2. PLEDGE OF ALLEGIANCE

Mayor Casey led everyone in the Pledge of Allegiance.

3. MINUTES OF OCTOBER 7, 2024

Wilson made a motion to approve the minutes of the October 7th meeting. Buckert seconded the motion. Roll was called with Buckert, Asbury, Wilson, Schlatter, Summers and Boone voting aye.

Motion carried.

4. MAYOR’S COMMENTS

Mayor Casey had the following announcements:

  • Thank you, Sarah Rahn, and the other volunteers, for decorating around town.
  • City of Hamilton’s Trick or Treat will be held on Thursday, October 31st from 5:00pm to 7:00pm.
  • Truck or Treat will be in the City Park Sunday, October 27th 5:00pm-7:00pm The Spooky Glow Walk will start at 7:00pm
  • Electronic Cleanup was a success. Thank you to Debby Dill and Alderman Buckert and Wilson for your work on this project.
  • Received $1,000 donation from the Senior Citizen’s. Thank you to the members of this group.
5. WELCOME VISITORS

Mayor Casey welcomed Samantha Harnack with the Hancock County Economic Development Group. Ms. Harnack presented information to the city regarding the opportunity to participate in a Land Bank program with other cities in Hancock County.

6. FINANCE & APPROPRIATIONS

Summers gave a report of the Finance Committee meeting that was held on October 14th.

a. Treasurer’s Report

Asbury made a motion to approve the Treasurer’s Report. Schlatter seconded the motion. Roll was called with Asbury, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

Motion carried.

b. Ordinance #8 Amending Hamilton City Code Section 110.01(c) Concerning Itinerant Merchant Fee

Summers made a motion to approve paying the Illinois Municipal League Risk Management Insurance payment of $106,884.89. This is with a 1% discount for early payment. Buckert seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Asbury voting aye.

Motion carried.

7. HEALTH & SAFETY

Asbury reported that he received noticed that the company had received our deposit for the Animal Control Building. They were requesting the official address of the building and then would get the blueprints to us.

8. BUILDING & GROUNDS, PERMITS & ZONING

Buckert gave a report of the Building and Grounds committee meeting that was held on October 14th.

a. Building/Demolition Permits

Buckert made a motion to approve the following building permits:

Roof top solar panels to Stephen Morris at 80 North 7th Street

Roof top solar panels to Haven Hugg at 1707 Dirado Lane

Roof top solar panels to Shiloh Jinkens at 123 Pleasantview Drive

12x34 Concrete Patio and 12x19 Room Addition to Tri-State Renewable Energy at 1661 Laurel Street

30’ of 6’ high wooden privacy fence to Abigal Taylor at 60 South 9th

Lighted cross for rooftop to Lighthouse Worship Center at 265 N 19th (permit fee to be waived)

Demolition of 30x45 house and 10x27 garage to Gary Uhland at 1279 Walnut

Summers seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Asbury and Wilson voting aye.

Motion carried.

9. PUBLIC WORKS

a. Committee Report

Schlatter gave a report on the Public Works Committee meeting that was held on October 15th.

b. Hood Construction $9,560.00 Dirt Work Elm Street Project

Schlatter made a motion to approve the bid of $9,560.00 from Hood Construction for the dirt work on the Elm Street Project. Boone seconded the motion. Roll was called with Schlatter, Summers, Buckert, Asbury, Wilson, and Boone voting aye.

Motion carried.

c. Reject Bid from Tri-State Construction for Broadway Service Line Project

Schlatter made a motion to reject the bid from Tri-State Construction for the Broadway Service Line Project. It was reported that Tri-State did not show up for the Pre-Construction meeting that was required, and their bid was missing information needed. Wilson seconded the motion. Roll was called with Summers, Buckert, Asbury, Wilson, Boone and Schlatter voting aye.

Motion carried.

d. Damon’s Plumbing $55,000.00 for Broadway Service Line Project

Schlatter made a motion to approve Damon’s Plumbing bid of $55,000 for the Broadway Service Line Project. Asbury seconded the motion. Roll was called with Buckert, Asbury, Wilson, Boone, Schlatter and Summers voting aye.

Motion carried.

e. Equipment Trailer $11,150.00 from Bergman’s Farm Supply

Schlatter made a motion to approve the purchase of the equipment trailer from Bergman’s Farm Supply for $11,150.00. Summers seconded the motion. Roll was called with Asbury, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

10. ECONOMIC & TOURISM

Wilson reported we had 2 ½ truckloads from the second electronics’ clean-up day. The community is really appreciating this event.

11. ADJOURNMENT

Buckert made a motion to adjourn the meeting at 7:55 pm. Schlatter seconded the motion. Roll was called with Buckert, Wilson, Boone, Schlatter, Summers and Asbury voting aye.
