City of Dallas City Council met Nov. 4.

The Dallas City City Council held its regular meeting on November 4, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Tracy Markey, and Gary Smith.
A motion was made by Newberry, and 2nd by Olson to accept the minutes of the October 21, 2024, meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSTAIN.

Anne Thompson asked what the reason was for the executive session at the October 21, 2024, meeting. The city clerk stated that it was for discussing personnel.
Police Chief Gary Smith gave his report for the month of October 2024. Three citations were issued regarding dogs last month. One involved a dog that bit a child. The dog had no proof of a rabies vacination, so it had to be tested for rabies and then put down. The rabies test has come back negative. The city was required to pay for the rabies testing and the euthanasia. The city will attempt to get reimbursed for these expenses when the owner appears in court regarding the citation that he/she was issued.
He also reported that the police department is scheduled to receive the new Tasers by December 1, 2024. There is not a date scheduled yet for Chief Smith to receive the Instructor Training. Chief Smith had a display table at the West Hancock High School's Red Ribbon Week Resource Fair on November 1. All of the Hancock County High Schools were in attendance. Chief Smith's display was on “Motorcycle Awareness” and included a display board with a PowerPoint and video presentations, along with handouts and give-a-way items from the LaMoine Valley ABATE Chapter.
Commissioner Newberry thanked the city's police officers for their extra work on Trick-Or-Treat night.
The city clerk reported that the city has received the second, and final, payment of $15,000 for the IEPA grant that the city received to help pay for the cost of the Lead Service Line Inventory Project.
Discussed getting the city's logo put on the snow plow truck that the city recently purchased from the City of Carthage. John McCarty in Nauvoo will be contacted to see if he will do this.
Mayor Six reported that Tami Kaminski asked him about replacing the sidewalk along the west side of a house that they recently purchased. He is going to let her know that the city will pay for the concrete, as long as it is done on a weekday. If the work is done on a weekend, the city will only pay the weekday rate for the concrete.
Mrs. Kaminski also asked the mayor about the culvert that goes across West Fourth Street at the corner of West Fourth Street and Cedar Street. She would like for the city to take a look at this and consider dropping it down a little bit. This will be discussed more at the next meeting.
