McDonough County Building & Grounds/Elms Committee met Nov. 12.

Here are the minutes provided by the committee:

The Elms/Building and Grounds Committee met on Tuesday, October 8, 2024 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, 3rd floor, Law Library. Committee Members in attendance included, Vice Chair Terra Litchfield, Dustin Berg, Dave Cortelyou, Mike Cox, Vicky Kipling, Clayton Murphy, and Dana Walker. Chair Larry Aurelio was absent. Others in attendance included Becky Thompson, Aaron Raftery, Chad Wilson, Elms Administrator Jeff Howd, Terry Thompson, Eric Blakeley, Ryan Litchfield, Deputy Clerk Jeremy Benson, and County Clerk Gretchen DeJaynes.

Vice Chair Terra Litchfield called the meeting to order at 7:00 p.m.

Review and Approval of October 8, 2024 Minutes

Member Cortelyou moved with a second by Member Murphy to approve the minutes as submitted. Motion carried on a voice vote.

Farm Report

None.

Administrator’s Report

Census is at 72, with 13 being private-pay. Medicare currently owes $115,558.52. There were 18 admissions, and 9 discharges. Howd informed the Committee that the public aid rate went up $12.00, so private pay was also raised $12.00.

Financial Report

Member Cox moved with a second by Member Cortelyou to approve the October, 2024 Financial Reports. Motion carried on a voice vote.

Elms Claims

Member Kipling moved with a second by Member Murphy to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 6 yeas, 0 nays, 0 vacant and 2 absent.

Becky Thompson – Nania Solar

Becky Thompson and Aaron Raftery addressed the Committee. They informed them that they are a consulting firm, not a solar company.

Member Cox made a motion to table the discussion on the Elms Solar Farm moved with a second by Member Cortelyou. Motion carried on a voice vote.

Macomb Public Building Commission

None.

McDonough County Maintenance Directors Report

Chad Wilson gave the report. Wilson informed the Committee that the South entrance of the Courthouse is now open, the new lights for the bell tower have been installed, and the fire alarms are updated.

Building and Grounds Claims

Member Kipling moved with a second by Member Walker to approve the October, 2024 Building and Grounds Claims. Motion carried on a voice vote.

Brian Frericks with QPC Energy to Discuss Electrical Contract

Frericks held a discussion regarding the energy contract.

Member Cortelyou made a motion to pass the energy contract for a 24-month term and send to the full Board meeting moved with a second by Member Cox. Motion carried on a voice vote.

Member Cox made a motion to lock in the gas rates for the next four months moved with a second by Member Murphy. Motion carried on a voice vote.

Discuss Elevator Renovation

A discussion was held regarding the elevator in the Courthouse. Deputy Clerk Benson gave an over view of the options for the elevator.

Other Items as Needed

A discussion was held regarding the lease for the farm ground, the lease will be for 3 years and cash rent. Bids will be opened at 6:45 p.m. at the December 10, 2024 Elms/Building & Grounds Meeting.

Adjourn

Member Cox moved with a second by Member Cortelyou to adjourn the meeting at 8:45 p.m. Motion carried on a voice vote.
