City of Dallas City Council met Dec. 2.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on December 2, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Peggy Newberry, Harold Northup Jr., and Greg Olson. Carol McDowell was absent.

Others attending the meeting were Anne Thompson, Gary Smith, and Josie Finch.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the November 18, 2024, meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

A motion was made by Olson, and 2nd by Northup to pay bills. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Police Chief Gary Smith gave his report for the month of November 2024. Stuff the Squad is scheduled to take place on December 5, 2024, from 5 p.m. to 7 p.m. at Dollar General in Dallas City. Food items collected will be donated to the food pantry at Grace Bible Church. Most of the new Taser Equipment has arrived. He and Officer Foster will be working on getting the equipment installed and implemented as soon as he is trained and can qualify Officer Foster. Chief Smith has sent a request to the Hancock County Gun Club for 2025 training dates for firearms training.

Police Chief Smith requested permission to purchase candy canes to pass out to the children at Dallas City Elementary School for Christmas. A motion was made by Northup, and 2nd by Olson to give Police Chief Smith permission to purchase candy canes for the children at Dallas City Elementary School. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Police Chief Smith also discussed engine braking in town. He can not find any ordinance that currently applies to this. Therefore, if the council wants something done regarding this, a new ordinance will have to be drawn up.

It was reported that the Christmas lights in town will hopefully be put up this week.

Discussed trash pick-up on Osage Street. There has been three residents that did not get their trash picked-up the last two weeks. Last week the garbage company was called, and they came back down and picked it up.

Mayor Six reported that the LaMoine Valley A.B.A.T.E. Project Santa was very successful, and he thanked the council, on behalf of the LaMoine Valley A.B.A.T.E., for their donation and support.

Discussed the culvert project at West Fourth Street and Cedar Street. Due to the weather, this is going to be a spring project.

The city attorney discussed the city's levy and assessment of taxes ordinance for the 2024-2025 fiscal year that was passed on September 25, 2024. There was an item unintentionally omitted from the ordinance that will add approximately $100 to the city's revenue. In order to include this item in next year's taxes, an amended ordinance needs to be passed. A motion was made by Olson, and 2nd by Northup to pass Ordinance #682 to amend Ordinance #681 for the levy and assessment of taxes for the 2024-2025 fiscal year. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Discussed making a dumping and littering ordinance.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

The meeting was adjourned at 5:50 p.m.
