City of Waverly City Council met Feb. 4.

Here is the agenda provided by the council:

1. Call to Order and Roll Call.

4. Approve Open Meeting Minutes from the January7, 2025 Regular Meeting

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

6. Pay January Bills Due in February 2025

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance.

Jamie Headen, Benton & Associates, Water Treatment Plant Clarifier and Illinois Rt. 104 project.

Discussion and possible action regarding adoption of an ordinance of the City of Waverly, Morgan Cunty, Illinois, proposing the issuance of waterworks and sewerage revenue bonds of the City in an aggregate principal amount not to exceed $4,000,000 for the purpose of defraying the cost of acquiring and constructing improvements of the waterworks and sewerage system of the City.

Discussion and possible action concerning City of Waverly Annual Audit.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: The City of Waverly was NOT awarded the OSLAD grant for this year (2025)

On-going discussion. Continuing discussion regarding the safe operation of E-Bikes, All-Terrain Vehicles, Scooters, Off Highway Motorcycles, etc.

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.
