The Jacksonville City Council Meeting was called to order at 6:08 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.
ROLL CALL: The following answered present: Aldermen Don Cook, Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Darcella Speed, Mary Watts and Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Angela Salyer. Absent was Alderman Aaron Scott. A quorum was declared.
MINUTES: Motion was made by Rubin de Celis, seconded by Oldenettel, to accept the December 16, 2024 Minutes as presented in advance. By voice vote, motion carried.
PETITIONS: No discussion.
COMMUNICATIONS: No discussion.
CLAIMS: Motion was made by Speed, seconded by Lockman, to pay claims when funds are available. By voice vote motion carried.
MAYOR’S REPORT:
1. Reappointment of Tom Newby to the Jacksonville Cemetery Board, Term expires January 1, 2030. Motion was made by Cook, seconded by Henry to accept the Mayor’s reappointment of Tom Newby to the Jacksonville Cemetery Board. By voice vote, motion carried.
2. Reappointment of John Clancy, Kyla Hurt and Nick Little to the Jacksonville Area Museum Board, Terms expire January 1, 2029. Motion was made by Watts, seconded by Oldenettel to accept the Mayor’s reappointment of John Clancy, Kyla Hurt and Nick Little to the Jacksonville Area Museum Board. By voice vote motion carried.

1. Second Reading of an Ordinance amending the Jacksonville Solar Energy Systems Ordinance. Motion was made by Oldenettel, seconded by Lockman to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.
2024-O-026 Be it ordained by the City of Jacksonville, Morgan County, Illinois that an ORDINANCE AMENDING THE JACKSONVILLE ZONING ORDINANCE APPENDIX H, AN ORDINANCE REGULATING SOLAR ENERGY SYSTEMS, SECTION 3 PERMITTED USE, is hereby approved.
Mayor Ezard asked for discussion. Alderman Oldenettel asked where the solar panels would be installed. The panels will be installed on the Northwest side of Reynolds. .

2. Second Reading of an Ordinance amending the Jacksonville Zoning map for property located at 2226-2230 East Morton Avenue from M2 to M2 with Special Use. Motion was made by Oldenettel, seconded by Williams to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.
2024-O-027 Be it ordained by the City of Jacksonville, Morgan County, Illinois that an ORDINANCE AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 2226 EAST MORTON AVENUE FROM M-2 TO M-2 SPECIAL USE, is hereby approved.

NEW BUSINESS: Ald. Oldenettel commended the department heads for their efforts to remove snow on the streets and sidewalks during the recent snow storm. The streets, parks and sidewalks look amazing. Ald. Speed wanted to remind everyone about the Martin Luther King Jr. Celebration which is Monday, January 20, 2025. The march will start at 10:00 a.m. at Mt. Emory Baptist Church. The MLK program will begin at 11:00 a.m. at the Community Park Center Building. This is a free event and open to everyone.
