City of Waverly City Council met Jan. 7.

Here are the minutes provided by the council:

Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:04 pm. Present were Alderman Baines, Alderman Campbell, Alderman Nagel and Alderman Smith. Alderman Lyons and Alderwoman Robinette were absent.

Pledge of Allegiance

Comments from the Floor

Aurora Grimmett – Waverly Community Picnic – Ms. Grimmett informed the City Council that she has ben named as President for the 2025 Waverly Community Picnic. Alderman Baines moved, second by Alderman Nagel to approve the dates of the picnic as July 24 – 26, a car show in the park, the City to cover trash and port-a-potties, a petting zoo and blockage of streets as deemed necessary. All present voted aye.

Approve Open Meeting Minutes from the December 3, 2024 Regular Meeting

Alderman Nagel moved, second by Alderman Campbell to approve the minutes for December 3, 2024, as presented. All present voted aye.

Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Campbell moved, second by Alderman Nagel to approve all reports as presented. All present voted aye.

Pay December Bills Due in January 2025

Alderman Smith moved, second by Alderman Campbell to paid all December 2024 bills as presented. All preset voted aye.

Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

Jamie Headen, Benton & Associates, Water Treatment Plant Clarifier. Mr. Headen was not in attendance and will appear at the February meeting.

Allen Yow, City Attorney, Right-of-Way Ordinance.

Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending, threatened or imminent litigation affecting the City.

Alderman Nagel moved, second by Alderman Smith to enter Executive Session at 7:15 pm. All present voted aye.

Alderman Nagel moved, second by Alderman Smith to re-enter Open Session at 8:12 pm. All present voted aye.

Finance

No discussion.

Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2024.

The City Clerk report that, per Greg Hillis, Benton and Associates, The City of Waverly was NOT awarded the OSLAD grant for this year (2025).

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000. The City Clerk reported that the project is complete.

Utilities, Streets and Alleys

John Lyons - monthly report. The Council commended the City crew for their clean-up efforts following the recent snow event. Mr. Lyons reported that there have been gas leaks / repairs during the month and all projects are progressing as planned.

Police

Chief Berola - monthly report. The Chief reported no unusual incidents, other than a noise complaint which has been addressed.

Committee Reports

No reports.

Zoning

Billy Houchins reported that Donald McIntire has resigned from the Zoning Committee and that he will discuss with Mr. Ron Fisher his continued participation / resignation.

Old Business

None.

On-going discussion. Continuing discussion regarding the safe operation of E-Bikes, All-Terrain Vehicles, Scooters, Off Highway Motorcycles, etc. This issue will remain on the Council agenda.

New Business

Discussion and possible approval of an Ordinance amending Permit Fees in Article VIII (Construction of Utility Facilities in Rights-of-Way) of Chapter 258. The Council took no further action regarding this matter.

Adjourn

Alderman Nagel moved, second by Alderman Baines to adjourn at 8:21 pm. All present voted aye.
