City of Waverly City Council met Feb. 4.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were: Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith. Absent were: Alderman Campbell and Alderman Nagel.

2. Pledge of Allegiance

3. Comments from the Floor

Jim Fanello – War of 1812 Cemeteries – there is a possibility of cemetery plots outside of Waverly that contain remains of soldiers who fought in th War of 1812. Mr. Fanello is working to preserve these areas as National Memorials. He came to present to Council with an advance copy of materials honoring those fallen veterans.

4. Approve Open Meeting Minutes from the January 7, 2025 Regular Meeting

Alderman Baines moved, second by Alderman Smith to approved the minutes as presented. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Smith moved, second by Alderwoman Robinette to approve all reports as presented. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.

6. Pay January Bills Due in February 2025

Alderman Baines moved, second by Alderman Smith to pay all January bills as presented. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation (IDOT), State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

Jamie Headen, Benton & Associates, Water Treatment Plant Clarifier and Illinois Rt. 104 project. Mr. Headen presented documents for the renovation of Rt. 104 between Waverly and Franklin, specifically the stretch around the Water Plant. The City owns land that IDOT wishes to purchase from the City of Waverly. This issue will be discussed further at the March 4, 2025, City Council Meeting.

Discussion and possible action regarding adoption of an ordinance of the City of Waverly, Morgan County, Illinois, proposing the issuance of waterworks and sewerage revenue bonds of the City in an aggregate principal amount not to exceed $4,000,000 for the purpose of defraying the cost of acquiring and constructing improvements of the waterworks and sewerage system of the City.

Alderman Baines moved, second by Alderman Smith to approved Ordinance 25-01 proposing the issuance of waterworks and sewerage revenue bonds of the City in an aggregate principal amount not to exceed $4,000,000 for the purpose of defraying the cost of acquiring and constructing improvements to the waterworks and sewerage system of the City. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.

8. Finance

Discussion and possible action concerning City of Waverly Annual Audit. Item tabled until next month.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: The City of Waverly was NOT awarded the OSLAD grant for this year (2025)

10. Utilities, Streets and Alleys

11. Police

Assistant Chief Divjak - monthly report. January was an unusually busy month. Additionally, a request was made to purchase printers to accommodate the new “e-ticket” system which will be implemented by Morgan County. Alderman Smith moved, second by Alderwoman Robinette to purchase the printers as needed. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.

13. Zoning

Per Chairman Houchins the current Zoning Map for the City of Waverly will need to be updated. This will be an action item on the March 4, 2025, City Council Meeting. Mr. Houchins also presented Mr. Terry Burger as a potential member of the Zoning Committee. This also will be an action item on the March 4, 2025, City Council Meeting.

14. Old Business

On-going discussion. Continuing discussion regarding the safe operation of E-Bikes, All-Terrain Vehicles, Scooters, Off Highway Motorcycles, etc. No new actin taken on this item.

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

Alderman Smith moved, second by Alderwoman Robinette to enter Executive Session to discuss pending litigation at 7:53 pm. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.

Alderman Smith moved, second by Alderman Lyons to re-enter Open Session at 8:10 pm. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.

16. New Business

None.

17. Adjourn

Alderwoman Robinette moved, second by Alderman Smith to adjourn the meeting at 8:12 pm. Alderman Baines, Alderman Lyons, Alderwoman Robinette and Alderman Smith with aye. Alderman Campbell and Alderman Nagel were not present.
