City of Dallas City Council met Feb. 17.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on February 17, 2025, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, and Harold Northup Jr. Greg Olson was absent.

Others attending the meeting were Anne Thompson, Paul Koscielski, Mike Amenell, and Gary Smith.

A motion was made by Newberry, and 2nd by Northup to accept the minutes of the February 3, 2025, meeting. McDowell, Newberry, Northup, and Six AYE. Olson ABSENT.

Mike Amenell reported that there are 5 leaking hydrants and 1 non-operative hydrant around town. He has checked on the price of new hydrants and the cost for a new hydrant with a shut off valve is $3,750. A motion was made by Northup, and 2nd by Newberry to purchase 2 new hydrants with shut off valves for $3,750 each. McDowell, Newberry, Northup, and Six AYE. Olson ABSENT.

Mr. Amenell also reported that the city's leak detector device no longer works. A new machine cost $1,800, plus freight, and has a normal lifespan of 10 years. A motion was made by Northup, and 2nd by McDowell to purchase a SubSurface Instruments LD-7 Water Leak Detector from Core & Main Supply for $1,800, plus freight. McDowell, Newberry, Northup, and Six AYE. Olson ABSENT.

Paul Koscielski appeared on behalf of QFB Energy to discuss the city's electricity contract. He informed the council that the cheapest option would be to sign a new index contract. The lowest rate that he found is $0.01063/kwh with AEP. He also recommended that the council consider doing an 18 month contract so that the next contract will expire during the summer months when market rates are usually cheaper than they are during the volatile winter month markets. A motion was made by McDowell, and 2nd by Newberry to sign an 18 month index contract with AEP to supply the city with electricity for $0.01063/kwh. McDowell, Newberry, Northup, and Six AYE. Olson ABSENT.

Police Chief Gary Smith reported that the city has received the TASER reimbursement from ILEAS for $9,411.60.

Discussed the old high school building. Mayor Six is planning on attending a mayor's meeting next week to discuss the proposed Land Bank. He has been told that if Hancock County does not committ to joining the proposed Land Bank, there is a very good chance that it will not be created.

Discussed the culvert on Pine Street on the south side of the railroad crossing. It appears that it might be partially on city property and partially on railroad property. The city attorney is checking on this.

Mayor Six has contacted the person that has several cats here in town running at large. She told him that Hearts of Hancock Humane Society has agreed to pick up some of the cats.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, and Six AYE. Olson ABSENT.

The meeting was adjourned at 6:24 p.m.
