City of Waverly City Council met March 4.

Here is the agenda provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith.

2. Pledge of Allegiance

3. Comments from the Floor

Russell & Donna Walls – Mr. Walls provided suggestions to the Council regarding scooters and their use within the city limits and ideas on how to gain support from legislators for the Route 104 construction project undertaken by the Illinois Department of Transportation.

4. Approve Open Meeting Minutes from the February 4, 2025 Regular Meeting

Alderman Baines moved, second by Alderwoman Robinette to approve the Minutes for the February City Council Meeting. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderman Smith to approved all reports as presented. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

6. Pay February Bills Due in March 2025

Alderman Campbell moved, second by Alderman Nagel to pay all February bills as presented. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

Discussion and possible approval of rate increase by the Morgan County Animal Control. Previous yearly rates were: 2024 - $3580.00, 2023 - $2994.00, 2022 - $3006.00 and 2021 - $3072.00.

Alderman Lyons moved, second by Alderman Baines to approve the $3880.50 annual fee for Morgan County Animal Control. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

8. Finance

Discussion and possible action concerning City of Waverly Annual Audit. Alderman Baines moved, second by Alderman Robinette to hire Sikich, CPA LLC to a three (3) year contract as City Auditors. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

9. Parks, Lakes, and Recreation

Discussion and possible action regarding Waverly Lake Boat Permit ($25.00) for the period April 1, 2025 through March 31, 2026. Alderman Nagel moved, second by Alderman Campbell to approve Boat Permits at $25.00. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

10. Utilities, Streets and Alleys

John Lyons - monthly report. Mr. Lyons reported that the crew had a busy month and provided a listing of projects undertaken during the month.

Per the audit completed by the Illinois Commerce Commission (ICC) all is good and current with Waverly’s gas service.

11. Police

Chief Berola - monthly report. The police answered 49 calls and there was one arrest during the month.

Discussion and possible action regarding Waverly Golf Cart Permits ($75.00) for the period April 1, 2025 through March 31, 2026. Alderman Baines moved, second by Alderwoman Robinette to approve Golf Cart Permits at $75.00. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

12. Committee Reports

None

13. Zoning

Discussion and possible action regarding the City of Waverly Zoning Map. Alderman Lyons moved, second by Alderman Baines to approve the Zoning Board proposal for RS-1 and RS-2 “setbacks” at 6 feet. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

Discussion and possible action regarding member(s) of the Zoning Committee.

Alderman Smith moved, second by Alderman Nagel to approve Terry Burger as a member of the Zoning Board. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

Alderman Lyons moved, second by Alderwoman Robinette to approve Russ Walls as a member of the Zoning Board. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

Alderman Lyons moved, second by Alderman Smith to remove Ron Fisher from the Zoning Board. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.

14. Old Business

On-going discussion. Continuing discussion regarding the safe operation of E-Bikes, All-Terrain Vehicles, Scooters, Off Highway Motorcycles, etc. A bicycle “rodeo” is schedule for the spring at the Waverly Elementary School, at which time all manner of regulations and laws will be discussed.

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

16. New Business

Barry Austin had approached an Alderman concerning his desire to purchase city land next to his property. The Council had previously determined that the City is not interested in selling the land.

17. Adjourn

Alderwoman Robinette moved, second by Alderman Lyons to adjourn at 7:38 pm. Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith voted aye.
