McDonough County Board Road & Bridge Committee met March 6.

Here are the minutes provided by the committee:

The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, March 6, 2025 at 7:00 P.M. The Meeting was held at the McDonough County Courthouse, 3rd Floor, Law Library. Committee Members present included Chair Craig Foster, Eric Chapman, Mike Cox, Travis Hiel, Jerry Raby, Jarad Royer, and Terry Thompson. Vice Chair Dave Cortelyou was absent. Other persons in attendance: Scott Hance, County Chair Eric Blakeley, Deputy Clerk Emily Flynn, and Deputy Clerk Joni Theis.

Chair Foster called the meeting to order at 7:00 P.M.

Review Minutes from February 6, 2025

Member Hiel moved with a second by Member Chapman to approve the minutes with a correction. Motion carried on a voice vote.

Approve Resolution for County Aid Project 2530-117 on CH 5

Member Chapman moved with a second by Member Raby to approve the Resolution for County Aid Project 2530-117 on CH 5. Motion carried on a voice vote.

Approve Resolution for County Aid Project 2530-116 on CH 5

Member Chapman moved with a second by Member Raby to approve the Resolution for County Aid Project 2530-116 on CH 5. Motion carried on a voice vote.

Approve Resolution for County Aid Project 2050-35 in Scotland Township

Member Cox moved with a second by Member Raby to approve the Resolution for County Aid Project 2050-35 in Scotland Township. Motion carried on a voice vote.

Approve Resolution to Spend Township Bridge Funds for Macomb Township Section 04-10118-00-BR

Member Thompson moved with a second by Member Royer to approve the Resolution to Spend Township Bridge Funds for Macomb Township Section 04-10118-00-BR. Motion carried on a voice vote.

Approve Resolution to Spend Township Bridge Funds for Township Road District #1 Section 13-17127-00-BR

Member Raby moved with a second by Member Chapman to approve the Resolution to Spend Township Bridge Funds for Township Road District #1 Section 13-17127-00-BR. Motion carried on a voice vote.

Discuss Springfield Bridge Office Comments on the Starr Bridge

A rating request had been submitted to Springfield. They gave the highway department two options, they could close the bridge, or set up barrels to make it one lane. They could also rate it and make them close it. Hance is going to reach out to engineers in hopes of speeding up the process.

Discuss IDOT Proposed Structure Bundling Program

IDOT has sent a map of the bridges to the County with questions they would like answered. They would like to take over surveys and construction at the end of 2025.

Approve Agreement with Hutchison Engineering to Oversee Road Work Throughout the Wind Farm Construction Process

Member Raby moved with a second by Member Hiel to approve the agreement with Hutchison Engineering to Oversee Road Work Throughout the Wind Farm Construction Process. Motion carried with a voice vote.

Discuss Status of the Road Use Agreement with the RWE Wind Farm

There is a meeting next week with Megan at IMEG, and Hutchinson to go over the agreement. Hopefully then they will be able to send it back to RWE.

Miscellaneous Project Updates

Hance informed the Committee that he received an email from another wind farm company, he will reach out to them.

Claims Review and Approval

Member Chapman moved with a second by Member Raby to approve the claims submitted. Motion carried on a voice vote.

Other Items as Needed

They have not received any applicants for the County Engineer position. The engineer for Warren County may be interested in being the interim engineer.

County Chair Comments

County Chair Blakeley informed the Committee that Judge Heidi Benson received the grant she had applied for, and will be contributing some funding from it for the Courthouse generator.

Member Raby moved with a second by Member Hiel to adjourn the meeting at 7:25 p.m. Motion carried on a voice vote.
