City of Rushville City Council met June 16.
Here are the minutes provided by the council:
1. ROLL CALL & CALL TO ORDER
The Rushville City Council met in the meeting room of the City Hall Building. Upon convening, Mayor, Jeff Ervin directed City Clerk, Stacey Briney to call the roll. Upon ROLL CALL, the following answered present: Council Members: Susan Acker, Terry Dodds, Mike Farniok, Bob Fishel, Bryan Matteson, and Mike Ryan. The meeting was called to order at 7:00 P.M. Council Members, Mike Carey and Paul Trimble were absent.
Others present included: Stacey Briney, City Clerk; Erin Wilson-Laegeler, City Attorney, Drew Ralston, Superintendent of Operations; Rick Wright, Chief of Police; Moe Billingsley of The Rushville Times; Kala Peacock & Vic Menely, representing the Chamber of Commerce; Audra Elam, Schuyler County Economic Development (SCEDC) Director; and Kent & Cindy Paisley, representing the Late Night Cruisers.
2. OPENING PRAYER
The Opening Prayer was led by Mayor, Jeff Ervin.
3. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Ervin.
Council Member, Mike Carey arrived at 7:01 p.m.
4. DISCUSS & CONSIDER BLOCKING OFF THE SQUARE ON FRIDAY, NOVEMBER 28TH & SATURDAY, NOVEMBER 29TH
Kala Peacock, representing the Chamber of Commerce reported they would like to do the same thing as last year as far as closing off the inside portion of the square on the Friday and Saturday after Thanksgiving. Peacock stated the Chamber has the opportunity to purchase four (4), 6x8 huts for vendors to set up in during the holiday season. Peacock said the huts would have to be set up in the grass by each electrical box so they would not be blocking any sidewalk or parking spots. Council Member, Terry Dodds asked if the huts would need spikes, and Chamber Member, Vic Menely said no, they are portable.
Peacock stated the Chamber would also like to have a Halloween costume party on the square on October 31st.
Farniok MOVED TO APPROVE CLOSING THE INSIDE OF THE SQUARE ON FRIDAY, NOVEMBER 28TH & SATURDAY, NOVEMBER 29TH FOR THE CHAMBER OF COMMERCE’S CHRISTMAS EVENTS. Fishel SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 7 YEAS – Acker, Carey, Dodds, Farniok, Fishel, Matteson, & Ryan; 0 NAYS; 1 ABSENT – Trimble.
Kala Peacock & Vic Menely left the meeting at 7:05 p.m.
5. PUBLIC COMMENT
Kent Paisley, representing the Late Night Cruisers, thanked the council and the city crew for everything they did to make the Father’s Day Car Show a success. Paisley said everything went wonderful and they had one hundred twelve (112) registered cars. Paisley noted he has not heard anything but compliments.
6. CONSENT AGENDA
All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.
a) Approve the Minutes of the Regular Meeting June 2, 2025
b) Approve the Minutes of the Water Committee Meeting held May 29, 2025
c) Approve “Claims for Council Approval Dated 06/16/25” & Accept Monthly Reports
d) Approve Amending the Curfew to 1:00 a.m. for ATV/UTV from June 29th – July 6th
e) Consider 2nd Reading of Ordinance No. 1394, Prevailing Wage Ordinance
Dodds MOVED TO APPROVE THE CONSENT AGENDA. Carey SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 7 YEAS – Carey, Dodds, Farniok, Fishel, Matteson, Ryan, & Acker; 0 NAYS; 1 ABSENT – Trimble.
7. ITEMS TO BE REMOVED FROM CONSENT AGENDA – IF APPLICABLE All items were approved on the Consent Agenda.
8. COUNCIL MEMBER & OFFICIAL’S REPORTS
Sidewalk & Lighting Committee Chairman, Terry Dodds reported the sidewalk on Morgan Street is moving along and there should just be two (2) more pours.
Parks & Recreation Committee Member, Mike Carey reported Schuy-Rush Park Board President, Brad Thurman got some reflective tape to put on raised concrete and it looks good.
Parks & Recreation Committee Co-Chairman, Mike Farniok reported the Scripps Park Board met last week and discussed the slushy machine at the pool not working so he recommended they look into the warranty on it. Farniok stated the pool is in need of new chairs and Kerr Homecenter is donating some. Farniok noted the board talked a little bit about a new mower but that did not go anywhere.
Street Committee Chairman, Bob Fishel called a committee meeting for Tuesday, June 24th at 6:00 p.m., to Discuss Traffic Flow on East Jefferson Street & Installing No Parking Signs on the Corner of East Jefferson & North Jackson.

Acker MOVED TO ADJOURN. Fishel SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 7 YEAS – Dodds, Farniok, Fishel, Matteson, Ryan, Acker, & Carey; 0 NAYS; 1 ABSENT – Trimble. THE MEETING STOOD ADJOURNED ACCORDINGLY AT 7:12 P.M.
