City of Greenville Planning Commission met July 21.

Here are the minutes provided by the commission:

1. ROLL CALL 

Committee Members Present: Planning Commission Member Brent Shaw, Planning Commission Member Chance Vohlken, Planning Commission Member Eugene Holt, Planning Commission Member Jack Chism, Planning Commission Member Nate Wieland, Jo Keillor, and Planning Commission Scott Darnell

Public Present: Peyton Childress representing Donato Solar-Bowman LLC

4. APPROVAL OF MINUTES 

4.1. Approval of May 19, 2025 Planning Commission Meeting Minutes

Motion by Chance Vohlken, seconded by Brent Shaw, to approve the May 19, 2025 Planning Commission Minutes.

RESULT: Carried

5. MATTERS OF CONSIDERATION 

5.1. Open Public Hearing

The Public Hearing was opened at 6:03 PM.

5.2. Conditional Use Permit for Donato Solar-Bowman LLC

Peyton Childress was in attendance to answer any questions the Commission had. She said this is a 2 battery energy storage center. There will be one building on site. The solar array will be fenced in. The property has already been purchased. There will possibly be 1-2 employees on site. This is for a Bit Coin Crypto Mining. There will be a pollinator friendly and animal friendly green area, however may take 2-3 years to see it. The fencing will be chain link in either 6 or 8 feet tall.

Ketten was asked if there was any feedback from adjacent landowners, and he said he received none. Wieland asked if we notified residents of this, and Ketten said there was a Public Notice posted in the Advocate and posted on our bulletin boards for 3 weeks.

Wieland is concerned of the environmental impact and is hesitant to approve. He asked if there was environmental studies done, and Childress said they have used 3rd party assessments and also have a decommissioning plan. Ketten added there is a security bond as well.

Vohlken wanted to know the added value in dollars that would benefit the City. Holt said the property tax is the benefit. Chance looked at the Bond County taxes and the Solar Farm Assessment, and it said 2 megawatt capacity should bring in $13,000 so a 4.5 megawatt capacity should bring in approximately $32,000.

Motion by Brent Shaw, seconded by Chance Vohlken, to approve the Conditional Use Permit for Donato Solar-Bowman LLC to operate an electric power generation facility consisting of 4.5 megawatts ("MW") solar energy field on parcel # 05-10- 13-108-001 commonly known as 1701 E Bowman Drive across 11 acres.

5.3. Close Public Hearing

Public Hearing was closed at 6:18 PM.

Motion by Jo Keillor, seconded by Eugene Holt, to adjourn the Planning Commission Meeting at 6:30 PM.
