The budget hearing of the Carthage E.S.D. #317 Board of Education was called to order at 7:00 p.m. by President Luke Burling.
Roll call: Sean Dickerson/present; Gary Jackson/present; Stephanie Fitch/present; Marcia McGaughey/present; Luke Burling/present; Linda Housewright/present; Dillon Darbyshire/present.
The Pledge of Allegiance was recited by all in attendance.
The proposed budget was reviewed.
There were no additional agenda items added.
There were no individuals wishing to address the board regarding the proposed budget.
It was moved by Mr. Jackson and seconded by Mrs. Fitch to approve the proposed budget. Roll Call: Mrs. Fitch/yes; Mrs. McGaughey/yes; Mr. Burling/yes; Mrs. Housewright/yes; Mr. Darbyshire/yes; Mr. Dickerson/yes; Mr. Jackson/yes. Motion carried 7-0.

There were no individuals wising to speak to the board on a stated agenda item. Administrative Reports:
Dr. Day let the board know the Bible study that currently takes place on Wednesday mornings has asked to use the multipurpose room occasionally on Sundays. The board agreed allowing the group to use the multipurpose room. Dr. Day also let the board know the maintenance grant is finalized with the purchase and installation of the chair lift in the middle school. The Health Life Safety grant is still not finalized. These funds will be used when the installation of the boiler is complete. Dr. Day told the board he was requesting more information and clarification on the mental health screenings that will be implemented in 2027.
Mrs. Bockenfeld submitted a new format of their principal’s report. She told the board the new format better displays what they do on a daily basis. Mrs. Bockenfeld also told the board about the new LEAP/ALOP program from the ROE and the benefits it would provide the students. There were several questions that Mrs. Bockenfeld was going to research and provide answers to at the next meeting.
It was moved by Mrs. Fitch and seconded by Mrs. Housewright to approve the Consent Agenda as presented with the exception of letter F. Roll Call: Marcia McGaughey /yes; Luke Burling/yes. Discussion Items:
Triple I Conference – November 22-24th
All plans have been finalized for the conference. The board has requested an itinerary for the conference, which will be provided.
After School Program
Hali Wear came to discuss the new program and answer questions. Dr. Day said he has some research to do before this program can be approved. More details to come in future meetings.
LEAP/ALOP Program
Mrs. Bockenfeld discussed this program during her principal’s report. More details will be available at the next meeting.

It was moved by Mr. Jackson and seconded by Mrs. McGaughey to approve the resolution of statement of completion for amendment 13 for the Carthage Middle School as outlined in the Health Life Safety Survey in the amount of $126,721.00. It was moved by Mr. Jackson and seconded by Mr. Dickerson to approve the recommendation to pay Richard Duffy $1,900.00 retirement bonus for his 19 years of service listed in Section 14 of the contract between the Carthage Board of Education and the Service Employees International Union Local 73.
