City of Jacksonville City Council met Sept. 22.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 6:05 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Don Cook, Terrisa Heape, Brett Henry, Joe Lockman, Alison Rubin de Celis, Aaron Scott, Mary Watts and Eren Williams; Mayor Andy Ezard; Assistant City Attorney Jeff Soltermann; and City Clerk Angela Salyer. Absent were Aldermen Lori Large Oldenettel, Darcella Speed and City Attorney Dan Beard. A quorum was declared.

MINUTES: Motion was made by Scott, seconded by Heape, to accept the September 8, 2025 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: No discussion.

MAYOR’S REPORT: No discussion.

CITY ATTORNEY’S REPORT: No discussion.

CITY CLERK’S REPORT:

1. Resolution approving Cirrus Migration agreement between the City of Jacksonville, Illinois and Springbrook Software. This item has been pulled from the Agenda.

PUBLIC COMMENT: No discussion.

CONSENT AGENDA

1. City Treasurer’s Report – August 31, 2025. City Treasurer Beth Hopkin’s report for August 31, 2025, in which totals for cash receipts, cash disbursements, investments and balances for all City bank and investment accounts were given.

PLANNING & PUBLIC WORKS:

2025-R-141 RESOLUTION AUTHORIZING WAIVER OF ADVERTISEMENT FOR BIDS; AND ACCEPTING PROPOSALS FOR DEMOLITION OF PROPERTIES LOCATED AT 321 FULTON STREET AND 474 SOUTH MAUVAISTERRE STREET - $31,189 (Littleton Storm and Timber Services, Inc. - $17,741, Littleton Storm and Timber Services, Inc. - $13,448)

PUBLIC PROTECTION: No discussion.

SPECIAL STUDIES: No discussion.

UTILITY: No discussion.

Motion was made by Scott, seconded by Henry to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda for further discussion and there were none.

Motion carried 8-0-2.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL: No discussion.

PARKS & LAKES: No discussion.

PLANNING & PUBLIC WORKS:

1. Second Reading of an ordinance amending the Jacksonville Zoning map for property located between Country Club Road and Woods Lane from R-1 to M-2 with Special use. Motion was made by Scott, seconded by Cook to approve the second reading of the ordinance as presented. ACA Soltermann read the ordinance as proposed.

2025-O-012 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ORDINANCE AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED BETWEEN COUNTRY CLUB ROAD AND WOODS LANE FROM R-1 TO M-2 WITH SPECIAL USE, is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 8 Yeas; 0 Nays; 2 Absent (Oldenettel and Speed)

Motion carried 8-0-2.

2. Second reading of an ordinance amending the Jacksonville Zoning map for property located between Country Club Road and Route 104 from R-1 to M-2. Motion was made by Scott, seconded by Williams to approve the second reading of the ordinance as presented. ACA Soltermann read the ordinance as proposed.

2025-O-013 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ORDINANCE AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED BETWEEN COUNTRY CLUB ROAD AND ROUTE 104 FROM R-1 TO M-2, is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 8 Yeas; 0 Nays; 2 Absent (Oldenettel and Speed)

Motion carried 8-0-2.

OLD BUSINESS: No discussion.

NEW BUSINESS:

Mayor Ezard said on behalf of the City of Jacksonville, “We are very sorry about the passing of Brian Baptist. He was my friend first, then I was his boss. He would light up a room and was someone you wanted to be around. Please keep his family, his friends and our police officers in your prayers. I am thankful that I knew him and got to work with him. I have heard several good stories today. I would like to take a moment of silence to honor Brian.”

Ald. Cook said he was Chief of Police when Brian was hired and he was a fun, loving guy and an excellent police officer for the City of Jacksonville. Our prayers go out to the Baptist family.

ADJOURNMENT: With no further discussion, motion was made by Cook, seconded by Watts, to adjourn the meeting at 6:13 p.m.
