Jacksonville council reappoints two to pension boards

The Jacksonville mayor works with the City Council to establish goals, budgets, policies and changes in city ordinances. The council met April 25.

Jacksonville City Council Meeting

April 25, 2016

Mayor Andy Ezard in the Council Chamber called the Jacksonville City Council Meeting to order at 6:49 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Don Cook, Jeff Hopkins, Lori Large Oldenettel, Marcy Patterson, Travis Richardson, Bill Scott, Mike Wankel, Steve Warmowski, Tony Williams; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. A quorum was declared.

MINUTES: Motion was made by Williams, seconded by Richardson, to approve the April 11, 2016 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: CC Bradshaw noted there were two communications to discuss. **All items were approved.

• The Jacksonville Area Center for Independent Living (JACIL) is requesting permission to use Community Park on Saturday, June 11, 2016 for their annual Wheel-A-Thon event. They have already secured the use of the Community Park Center for this event.

• Routt Catholic High School / Our Saviour School is requesting a raffle license for their annual Dreams Campaign drawing to be held Sunday, September 4, 2016. Aggregate retail value of prizes to be awarded is $188,000.

• The World of Outlaws racing team is planning to hold a race at the Jacksonville Speedway Wednesday, May 4, 2016 and is requesting permission to extend the weekday racing hours to 11:00 p.m.

Mayor Ezard advised that a $200.00 fine will be imposed on the Jacksonville Speedway because they violated the Municipal Code by racing beyond the time limit this past weekend. Ald. Williams suggested waiving the fine for this violation because the races rarely extend beyond the 11:00 p.m. time limit. Ald. Patterson has talked to the owners of the raceway extensively, who expressed their desire to pay the fine to let the residents of Jacksonville know they are not trying to push the boundaries, but wish to work with the residents and the City of Jacksonville to offer a fun and exciting event for people to attend. General discussion ensued.

MAYOR’S REPORT:

1. Reappointment of Mike Halsne to the Firemen’s Pension Fund Board of Trustees, term expires May 14, 2019. Motion was made by Oldenettel, seconded by Cook, to accept the Mayor’s reappointment. By voice vote, motion carried.

2. Reappointment of Kevin Heitz to the Policemen’s Pension Fund Board of Trustees, term expires May 8, 2018. Motion was made by Cook, seconded by Wankel, to accept the Mayor’s reappointment. By voice vote, motion carried.

CITY ATTORNEY’S REPORT:

1. Second reading of an ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 2 Licenses, Section 3-37, Location; change of location; limitations on number issued. (Increase Class D, DD, E, EE, BH and GC licenses by one, total 15.) Motion was made by Williams, seconded by Scott, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2016-O-010 Be it ordained, by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 2 LICENSES, SECTION 3-37 (c) LOCATION; CHANGE OF LOCATION; LIMITATIONS ON NUMBER ISSUED (Increase Class D, DD, E, EE, BH and GC licenses by one, total 15) – Little Mexico restaurant, is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays

Motion carried 9-0.

CITY CLERK’S REPORT:

1. City Treasurer’s Report – March 31, 2016. City Treasurer Ron Smiljanich’s report for March 31, 2016, in which totals for cash receipts, cash disbursements, investments, and balances for all City bank and investment accounts were given.

2016-R-096 Resolution AUTHORIZING WAIVER OF ADVERTISEMENT FOR BIDS; AND ACCEPTANCE OF PROPOSAL FROM ARENDS-AWE, INC. FOR THE PURCHASE OF A JOHN DEERE XUV 855D GATOR, LESS TRADE-IN ALLOWANCE, FOR THE JACKSONVILLE CEMETERIES DEPARTMENT - $11,900.00

Mayor Ezard asked if there were any items to be pulled from the Consent Agenda for further discussion and there were none. Motion was made by Williams, seconded by Cook, to accept the Consent Agenda.

Motion carried 9-0.
