SCHOOL BOARD REPORT
SUPERINTENDENT REPORT
Good News- Congratulations to the Class of 2016.
Congratulations to Diana Doglio on her 35 years of service to the district.
Superintendent’s Report:
1. Property Replacement Tax- I included a power point that was on the Department of
Revenue’s website that tried to explain the overpayment. I talked to the Department of Revenue
(again) and was told a plan of how and when the repayment will begin will be sent in a letter in
the fall. The repayment will begin in 2017. He was not sure on any other details except that.
Because of the miscalculation, our Replacement Tax money, this fiscal year, was not the same as
it was estimated to be in July. (as Jill indicated in her financial report)
2. Senate Bill 231- I sent a letter home on May 11. (Included) It did pass the Senate and is in the
House. Senator Manar does not agree with the numbers the Illinois State Board issued. The
problem I see, he has not distributed any numbers. There is a hold harmless the first year. Based
on 2015 Fiscal numbers, we would eventually be given $428,749.77 less in General State Aid
according to Illinois State Board of Education figures. I emailed Representative Wojcicki
Jimenez and told her I was asking the people of Pawnee to contact her office. She replied to me
and said she received many contacts already. That was the first day I sent the letter home! The
bill still sits in the House waiting to be called. The governor has stated he will veto the bill.
3. Property Tax Extension Limitation Law (PTELL) The House of Representatives approved
a bill on April 21 that would place all school districts under the Property Tax Extension
Limitation Law (PTELL) and limit the increase of property tax extensions to 0%. Since then,
HB 696 was sent to the Senate but has had no significant action taken on it. The bill was
assigned to the Senate Executive Committee which promptly remanded the bill to the
Subcommittee on Special Issues. The bill has not yet been scheduled for a hearing
4. Board Conference- I have included a form for the Conference in Chicago. Please fill out the
form and return to me by June 10.
