The Jacksonville School District 117 Board of Education met Sept. 21 to announce upcoming events.

Jacksonville School District 117 Board of Education Regular September 21, 2016

The Board of Education of Jacksonville School District 117 met in Regular Session on Wednesday, September 21, 2016, beginning at 7:00 PM at the Lincoln Elementary School. Members present at roll call were Mrs. Ballard, Mr. Beard, Mr. Cantrell, Mr. Lonergan and Ms. Wagner. Mrs. Maul and Mrs. White were absent. Also in attendance were Superintendent, Steve Ptacek, Assistant Superintendent, Dana Kinley, Director of Curriculum and Instruction, Sarah Raynor and Chief Financial Officer, Jamie Hadjan.

BUDGET HEARING – President Beard called the Budget Hearing to order at 7:00pm. Jamie Hadjan presented the budget summary. She stated that although the state has promised us 100% of our GSA, our budget is based upon receiving 79%. Transportation reimbursements are also pro-rated at a rate of 69% of our reimbursement for regular education students and 93% for special education students.

There were no questions from visitors about the budget or the budget hearing.

RECOGNITION Mr. Ptacek congratulated Kelly Zoellner, Principal at South Elementary, on winning the gold medal in her age division at the World Championships for Water ski jumping. The contest was held in Spain this past week.

Mr. Ptacek also reported that Mary Camerer, Washington Principal; Kelly Zoellner, South Principal; Holly O’Neil, Turner Associate Principal; and Tim Chipman, JHS Assistant Principal, have been selected to participate in the Tracy Family Foundation’s School Leadership Initiative, Cohort 2. The will likely make a presentation to the school board at a later time.

RECEPTION OF VISITORS, PETITIONS AND COMMUNICATIONS

• Colby Huff spoke to the board about the incident that occurred at last Friday’s football game at which Gray Noll and his supporters wore their campaign t-shirts while working the concession stand. He said he understands that Crimson Pride was not involved in the incident. He said rules should be obeyed and election laws have been broken. Colby stated the issue is that somebody made a decision to allow the situation to continue. He thanked Superintendent Ptacek for his quick apology.

APPROVAL OF AGENDA – Mr. Beard advised that in order to accommodate the students wishing to speak to the Board, the Closed Session for Student Discipline would be moved up in the agenda between Announcements and Standing Reports. STANDING REPORTS

• State Update – Mr. Ptacek stated that there is nothing to report

• Enrollment Report the enrollment report shows student enrollment for the month of August up by 56 students from last year.

• F.O.I.A. Report – There have been four FOIA requests since the first of July.

• Financial/Treasurer's Report – Last year, we received 100% of the taxes collected in the first distribution check (July 2015). The difference is approximately 2 million dollars. The current year operating fund balance is less than last year at this time.

REPORTS

• Board Members Attending Triple I Conference – Board Members Wagner, Beard and Cantrell will be attending the conference in Chicago.

• Political Activities Policy – Mr. Ptacek discussed the political incident from last Friday’s football game and asked the Board for their opinion about limiting access on the sidelines to coaches, medical personnel, chain crew and other designated workers only. There should not be any parents or non-essential personnel standing on the sidelines. The suggestion was made and agreed upon to also allow “official” photographers access as long as they make their pictures available to everyone. These photographers should be approved by the Athletic Director.

It was decided that the advertising on the “unity board” or scoreboards is compliant with the equal access requirements because the ads simply state facts and do not encourage fans to vote one way or another.

The Homecoming parade is a community event for the general public and is not directed toward a captive student audience. Political groups are not prohibited from parades.

• Application for Tuition Waiver – Mr. Ptacek has asked whether the Board would like to pursue a tuition waiver for the children of certified staff to attend our district if they live in another district. Our district would receive GSA funding for those students but their property taxes would still go to their home district. The general consensus was that it would be acceptable to pursue this waiver.

• Policy Manual Update (Press Plus) – Mr. Beard reported that the committee has had its first meeting with the representatives from IASB. The first draft of the new manual should be ready sometime soon and the committee will review it and meet again at the end of October to discuss any changes.

• 5 Essentials Survey – Mr. Ptacek explained why our District will no longer be participating in the survey. He showed the results of our survey and said the survey ratings are not consistent with the paradigm shift we have made in our district. He said the Danielson model says there is always room for growth.

• Assessments – PARCC testing results were discussed. ACT scores were provided and compared to the previous year.

• Mr. Ptacek notified the Board that the Volleyball Team is taking a trip to Chicago for the Pumpkin Tourney this weekend and the approval was not submitted in time to be placed on the agenda.
