1. Minutes of the Macomb City Council meeting held on September 2, 2025, and the Committee of the Whole meeting held on September 8, 2025.

2. Monthly Reports: Treasurer's report for August, 2025.

UNFINISHED BUSINESS

1. Consideration of an Ordinance Approving and Authorizing the Execution of an Amendment to the Downtown Facade Grant Program Application and Agreement at 129 S. Lafayette Street.

This ordinance had first reading at the council meeting held September 2, 2025. Second reading and final action is in order.

NEW BUSINESS

1. Consideration to approve a Resolution Authorizing an Intergovernmental Agreement (IGA) between the City of Macomb and the Board of Trustees of Western Illinois University for Recording and Live Streaming Public Meetings.

This was discussed at the committee of the whole meeting held on September 8, 2025. Final action is in order.

2. Consideration Authorizing Awarding Bid for the Western Avenue Concrete Repair to Laverdiere Construction, Inc. in the amount of $58,000.00.

PW Director Ohrtmann has attached a memo of the projects. Bids were opened, only one was received on Wednesday, September 10, 2025. Final action is in order.

3. Consideration Authorizing Awarding Bid for the Crack Seal at Various Locations to Complete Asphalt Service Co. (CASCO) in the amount of $54,584.00.

4. Consideration Authorizing the bid process to be waived for the Pavement Markings project for the Public Works Department.

5. Consideration Authorizing Awarding Bid for the Pavement Markings project for Public Works Department.

6. Consideration of approval of a Resolution Authorizing Participation in 791 Purchasing Cooperative and execution of a Master Interlocal Agreement.

A copy of the resolution is in the packet. Attorney Scalf read the resolution. This matter was discussed at the Public Transportation Committee Meeting on September 12, 2025.

7. Consideration Authorizing Awarding Bid through 791 Purchasing Cooperative for TripMaster Scheduling Software in the amount of $70,739.55 per year, with a one-time setup fee of $82,908.00.

This matter was discussed at the Public Transportation Committee Meeting on September 12, 2025. Final action is in order.

8. Consideration for Approval of a Change Order to the Sanitary Sewer Lining Project in the amount of $25,200.00.

Final action is in order.
