Jerseyville City Council annexes land

Meeting 11

The Jerseyville City Council met Dec. 20 to annex land.

Here are the meeting's minutes, as provided by the council:

The Jerseyville City Council makes laws, budgets city money, investigates city agencies and employees as needed, and generally serves as the legislative division of the municipal government. The council meets at 6 p.m. on the second and fourth Tuesday of each month.

The Jerseyville City Council met in regular session on Tuesday, December 20, 2016, at 6:00 p.m. in the Jerseyville City Hall.

Roll call: Present were Commissioners Steve Pohlman, Gary Goetten, Kevin Stork, and Mayor Bill Russell. Comm. Richard Perdun was absent. Also present was City Attorney Bill Strang.

Comm. Pohlman led the opening prayer and the Pledge of Allegiance was recited.

A motion was made by Comm. Stork and seconded by Comm. Pohlman to approve the minutes of the last regular meeting on November 22, 2016, Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the bills as presented which totaled $382,001.52. Roll call vote showed all present voted aye, no nays, motion carried.

A Public Hearing concerning the annexation of 15.41 acres of land petitioned by Christ Brothers Properties, LLC, was held in conjunction with the Council meeting. The property is currently owned by David & Stacy Loellke and located adjacent to the Industrial Park off of East County Road, 265 feet east of Industrial Drive. The annexation and rezoning petition, submitted by Christ Brothers, requests that the property be annexed into the City as M-3 for the recycling of concrete and asphalt. No objections from adjacent or adjoining property owners had been received by the City Clerk. A motion was made by Comm. Stork, seconded by Comm. Goetten to approve the annexation and rezoning. Roll call vote showed Pohlman, aye; Goetten, aye; Stork, aye; Perdun, absent; Mayor Russell, aye; motion passed. ORD #1683.

A motion was made by Comm. Goetten, seconded by Comm. Stork, to approve an Ordinance directing the County Clerk of Jersey County, Illinois, to abate and not extend for collection the 2016 ad valorem real estate taxes scheduled for collection for the not to exceed $18,500,000.00 General Obligation Bonds (Alternate Revenue Source) of the City of Jerseyville, Jersey County, Illinois, issued pursuant to Ordinance No. 1575 and a Bond Order of the City abating the Real Estate Taxes. A motion was made Comm. Stork, seconded by Comm. Pohlman, to approve an Ordinance of the 2017 Tax Levy for the City of Jerseyville. Comm. Stork reminded the Council that this Tax Levy was a 4.8% increase over last year’s Levy of the City’s portion of the Tax bill. Roll call vote showed all present voted aye, no nays, motion carried. Attorney Strang asked that the discussion of the Ordinance regarding signs be discussed after closed session.

A motion was made by Comm. Goetten, seconded by Comm. Stork, to approve the Ordinance with the new fees for burial and lot sales. Comm. Goetten explained that with this raise, our fees will be comparable to those of surrounding communities. Roll call vote showed all present voted aye, no nays, motion carried. ORD #1686.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the extension of the cash farm lease with Parker Farms Inc. (the tenant) for 3 additional crop years beginning with the year 2017 and including 2018 and 2019, commencing on1/1/17 and terminating on 12/31/19 for an annual cash rent of $21,000 and paid in two equal installments on Jan 31st and November 1st of each year. The property as listed in the first agreement from June, 2017, is 75 acres and described in the attached Exhibit A. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to postpone and revisit the

West County Road & State Hwy #109 project in 1 year. Roll call vote showed all present voted aye, no nays, motion carried.

Mayor Russell wished everyone a Happy Holiday season. He also wanted to assure the residents of Jerseyville that the undesirable element in Jerseyville responsible for the recent abuse, thefts, and beatings will not be tolerated by the City who is doing everything possible to eliminate the problems. Dir. Sullivan announced that the newest project for the Parks Dept is the placement of “Doggie Stations” in the City parks. Comm. Stork reminded the Council of the request for one in Rotary Park. Eng. Kincade asked that residents put shut off valves inside when possible due to the ORD #1683

cold weather. A motion was made by Comm. Pohlman, seconded by Comm. Stork to go into closed session to discuss closed meeting minutes and litigation. Roll call vote showed all present voted aye, no nays, motion carried.

Open session resumed and a motion was made by Comm. Stork, seconded by Comm. Pohlman to hold and not release any of the closed session minutes at this time. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork to approve an Ordinance regarding signs and billboards. Roll call vote showed all present voted aye, no nays, motion carried.
