Pittsfield City Council approves travel ordinance

The Pittsfield City Council met Jan. 17 to approve a travel ordinance.

Here are the meeting's minutes, as provided by the council:

The council is the governing body for the city of Pittsfield. Members typically meets at 7 p.m. on the first and third Tuesdays of each month from May through October, and at 6 p.m. on the first and third Tuesdays of each month from November through April.

January 17, 2017

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, January 17, 2017, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson, Kevin Wombles and Robert Wood.

Mayor Hayden presided.

Alderman Lennon moved to approve the minutes of the last regular Council meeting.

Alderman Ketchum seconded the motion.

Scheiwe, Wilson, Wood (7)

Nay: None (0)

Present: Wombles (1)

The motion carried.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of December 2016.

Alderman Wood seconded the motion.

The motion carried.

Alderman Ritchart moved to approve the 3rd Annual Ty Rylander Redneck Run on Saturday,

March 18, 2017, at 10:00 a.m. with the same route as last year.

Alderman Ketchum seconded the motion.

Scheiwe, Wilson, Wombles, Wood (8)

The motion carried.

Alderman Knight moved to approve the 3rd Annual Quincy Medical Group Crazy 8 5-K on Saturday,

April 29, 2017 at 9:30 a.m. Police Chief Kenny Yelliott has approved the route, which was slightly changed from last year.

Alderman Wilson moved to approve Ordinance No. 1575, Ordinance Regarding Travel, Meal and Lodging Expenses, on its first reading.

January 17, 2017

Alderman Wombles moved to suspend the rules and have the second reading of Ordinance No. 1575,

Ordinance Regarding Travel, Meal and Lodging Expenses, on its second reading.

Alderman Ritchart seconded the motion.

Scheiwe, Wilson, Wombles, Wood (8)

Nay: None (0)

The motion carried.

Alderman Wood moved to approve Ordinance No. 1575 (described above) on its second reading, by title only.

Alderman Wilson seconded the motion.

Alderman Wombles moved to approve the Municipal Estimate of Maintenance Costs and

Resolution No. 2017-2, Resolution for Maintenance of Streets and Highways by Municipality Under

the Illinois Highway Code in the amount of $383,073.00.

Alderman Lennon seconded the motion.

Mayor Hayden reported that Street & Alley Foreman Jeff Griggs has a list of streets that need repair.

The City of Pittsfield is waiting on a Certificate of Insurance before demolition can begin on the old water plant.

Mayor Hayden said a letter with a deadline for cleanup needs to be sent to the contractor to remove the debris left behind from the project on US 54.

Mayor Hayden reported the ad for the bids for the forced main job at the KDI Industrial Park should be in the paper this week. Bids will be opened February 2, 2017 at 10:00 a.m.

Alderman Ritchart said the gentleman who owns the old Sammy Suds property needs to be contacted to clean up the property. He had a variance approved for the property on September 8, 2016 but there has been no progress on it since. It has trash around it and needs to be cleaned up.

Mayor Hayden reported they are supposed to begin work on Higbee again soon.

Alderman Knight reported the Water/Wastewater Committee agreed to hire an additional employee at the Water and Wastewater Plants. Someone will be contacting the ERTC class at Southern Illinois University at Edwardsville to see if any students are interested in certification classes, what wages are expected, and if any students are available.

January 17, 2017

Alderman Ketchum said it is getting close to time to stock the lagoon with trout again. April 4, 2017 is opening day. He also mentioned IDNR offers trout in both the spring and fall so the Council might consider stocking the lagoon again in the fall.

Alderman Ritchart moved to approve the Finance Committee report and the Clerk be directed to issue the claims thereon.

The motion carried.

The back has been torn off of the Irving building and has been cleaned up. Progress is being made.

Alderman Knight moved to adjourn this meeting at 6:20 p.m.
