The Godfrey Town Board meeting was called to order by Supervisor Doug
Mueller on February 7, 2017 at 6:15 p.m. at the Godfrey Town Hall, 6810
Godfrey Road, Godfrey, IL.
Mark Stewart moved for the approval of the minutes of January 4, 2017
meeting, seconded by Joe Springman. Roll Call Vote: Ayes – McAtee,
Springman, Stewart, Stumpf, Williams, Mueller. Nays – None, Absent –
Johnes. Motion carried.
APPROVAL OF PAYMENT OF BILLS
Mark Stewart moved for the approval of the February 2017 Township bills as
follows:

Activity Report
ORDINANCE GT-01-2017 TRAVEL PAYMENT AND GUIDELINES ORDINANCE
Supervisor Mueller presented An Ordinance Establishing The Reimbursement
Of All Travel, Meal, And Lodging Expenses Of Officers And Employees In The
Township Of Godfrey, Illinois for consideration of approval. Mark Stewart
moved for approval of Ordinance GT-01-2017, An Ordinance Establishing The
Reimbursement Of All Travel, Meal, And Lodging Expenses Of Officers And
Employees In The Township Of Godfrey, Illinois, seconded by Michael Stumpf.
Roll Call Vote: McAtee, Springman, Stewart, Stumpf, Williams, Mueller. NaysNone,
Absent- Johnes. Motion carried.
BUDGET LINE ITEM TRANSFER - ASSESSOR
Supervisor Mueller reported the need to make a line item transfers from the
General Fund – Salary –Assessor Other in the amount of Three Hundred
dollars ($300.00) to the General Fund – Salary - Assessor - Assessor. The
adjusted appropriation would be General Fund – Salary - Assessor Other in the
amount of One Thousand Two Hundred Dollars ($1,200.00) to the General
Fund – Salary - Assessor - Assessor in the amount of Thirty-Nine Thousand Six
Hundred Seventy-Two Dollars ($39,672.00. Mark Stewart moved for the
approval of the line item transfer from the General Fund as submitted,
seconded by Michael Stumpf. Roll Call Vote: McAtee, Springman, Stewart,
Stumpf, Williams, Mueller. Nays-None, Absent- Johnes. Motion carried.
EDUCATION EXPENSE APPROVAL – JACKIE CLAYTON – ASSESSOR
TRAINING – NORMAL, ILLINOIS
Mark Stewart moved for the approval of Education Expenses for Jackie
Clayton, Assessor Assistant to attend Illinois Professional Assessor Institute
April 3-5, 2017 in Normal, Illinois. Seconded by Michael Stumpf. Roll Call
Vote: McAtee, Springman, Stewart, Stumpf, Williams, Mueller. Nays-None,
Absent- Johnes. Motion carried.
FY2018 BUDGET FIRST DRAFT
Supervisor Mueller presented the first draft of the FY2018 Budget and
Appropriation Ordinance. The total proposed appropriations are $279,621.00.
Notes for first draft of FY2018 budget
• First draft includes Assessor input that was provided Jan 30, 2017.
There was a change by Supervisor because initial Social Security input
from Assessor was incorrect.
• Budget includes money for new Supervisor Office computer as no device
was purchased in current fiscal year as previously planned.
• Budget includes usual training for Supervisor Office. Training amounts
also include extra funds for specialized needs of new Supervisor (IMRF,
accounting software, etc).
• Budget includes additional funds for increase in GA payment level. No
increase will happen unless new Supervisor decides to increase
payment level. Current level has been in place for over 10 years.
• Budget includes amounts to support new Supervisor. Examples
include meeting operation guides, accounting guides, tax filing
guides.
• All travel costs are higher due to new travel policy guidelines.
• New elected official salaries are included along with associated costs
(pension, social security).
Risks to consider for new budget and new fiscal year.
• New control of county board and new county board chairman may
prompt increase in county assessment office charges.
• General political discussions of property tax freeze in Illinois could
be difficult for Township if such action occurs.
• GA healthcare costs could impact Township if Illinois is unable to
afford expanded
Medicaid. Federal changes to Affordable Care Act could also impact
Township.
• The current funds for the replacement tax could be reduced. There has
been discussion in Illinois of reducing this tax payment to local
government and using the money elsewhere in state government.
The Township Board will review the proposed Budget at a later meeting.
