McDonough County buildings committee provides renovation updates

The McDonough County ELMS & Building & Grounds Committee met  Feb. 14 to provide renovation updates.

Here are the meeting's minutes, as provided by the committee:

ELMS & BUILDING & GROUNDS COMMITTEE February 14, 2017

The Elms/Building and Grounds Committee held their monthly meeting on Tuesday, February 14, 2017 at 6:00 p.m. The meeting was held at the McDonough County Courthouse, 3rd Floor Law Library. Members present were Chairman Larry Aurelio, Jerome Anderson, Bob Mahr, Digger Oster, Paul Trimmer and McDonough County Board Chairman Scott Schwerer. Members Dave Cortelyou, Robert Shouse and Marcia Twaddle were absent. Others present were Elms Administrator Tina Cox. Beth Jameson was present as recording secretary.

Chairman Aurelio called the meeting to order at 6:00 p.m.

Approval of January 10, 2017 Minutes Member Oster moved with a second by Member Trimmer to approve the January 10, 2017 minutes as submitted. Motion carried on a voice vote.

Farm Report No report.

Administrator’s Report Elms Administrator Tina Cox presented the monthly report. Census today is 81-4 Medicare, 40 Medicaid, 32 Private Pay and 5 Hospice. There were 9 admissions and 6 discharges. The Illinois Department of Public Aide owes The Elms $ 554,802.30 for 5 months. We recently received $ 200,000.

Tina has sent the scholarship information to local schools.

She distributed the updated Sick Leave policy for the personnel manual. It broadens the people an employee may use their sick time for absences. This conforms to new state law. State’s Attorney Kwacala has reviewed the language change. Member Oster moved with second by Member Trimmer to approve the update to the Sick Leave policy. Motion carried on a voice vote.

Discussion was held on attending the Ag Mech show next year. Several competitors had booths at this year’s show. The commercial should start running tomorrow. They shot two different ones-a testimonial and a general commercial.

Financial Report Member Trimmer moved with a second by Member Mahr to approve the January 2017 Financial Reports. Discussion was held on the amount the expenses are over budget. There were holidays and an extra payroll in January. Discussion was held on census (income), expense and keeping them in line. Following discussion, motion carried with a voice vote.

Elms Claims Board Chairman Schwerer stated the need to roll call the Elms claims monthly. Member Trimmer moved with a second by Member Oster to approve the Elms claims. Motion carried with a roll call vote of 5 yes (Anderson, Aurelio, Mahr, Oster, Trimmer), 3 absent (Cortelyou, Shouse, Twaddle) and one pass (County Board Chairman Schwerer).

Macomb Public Building Commission County Board Chairman Schwerer reported that Dennis Moon is now the Chairman, Bob Mahr is Vice Chairman and Troy Rhodes replaced retiring Chairman Jim Lantz.

Macomb Beautiful Request County Board Chairman Schwerer read a request from Macomb Beautiful for assistance on costs associated with maintaining the Courthouse flower beds. Following discussion, Member Trimmer moved with second by Member Mahr to contribute $ 300.00 to Macomb Beautiful for use maintaining the flower beds at the Courthouse. Motion carried on a voice vote.

McDonough County Maintenance Directors Report Allen Sheffler, Lead Maintenance Worker, was ill and unable to attend. County Board Office Administrator stated he had received the KONE maintenance agreement and it was up about 2 1⁄2 %.

A lot of time has been devoted to the Court House renovations (State’s Attorney Office and painting in basement). The committee noted how nice it all looks. In a couple of weeks Lonnie Gilbert will paint the first floor. The cost for that will be about $ 10,000.00 and the County Clerk & Circuit Clerk will pay for that with office automation funds.

Building and Grounds Claims Member Mahr moved with second by Member Oster to approve the claims as submitted. Motion carried on a voice vote.

Other Member Mahr moved with second by Member Oster that the meeting be adjourned. Motion carried on a voice vote. With no further business to discuss the meeting was adjourned at 6:46 p.m.
