Here is the minutes as provided by the Board:

1.0 Call to Order by Mr. Siegfried, School Board President 

The board meeting was called to order at 7:01 p.m. by President Michael Siegfried. 

2.0 Roll Call 

Present: Mr. Cox, Mrs. Little, Mrs. Poe, Mr. Siegfried, Mrs. Snyder, Mrs. Stevenson. Absent: Mr. Schmitz. Also Present: Mr. Young, Mr. Ayer, Mr. Jeff McCarty, Mr. Matt Kennedy, Mrs. Kennedy, Mrs. Miller.

4. 01 Approve Regular Meeting Minutes for February 2017 Mrs. Poe made the motion to approve the regular meeting minutes for February 2017 with a second by Mr. Cox. Ayes-6, Nays-0. Absent: Mr. Schmitz. Motion carried. 

4.02 Approve Special Meeting Minutes for March 2017 Mrs. Stevenson made the motion to approve the special meeting minutes for March 2017 with a second by Mrs. Poe. Ayes-6, Nays-0. Absent: Mr. Schmitz. Motion carried. 

5.0 Financials

5. 01 Pay Bills for February 2017 Mrs. Little made the motion to pay the bills for February 2017 with a second by Mrs. Snyder. Mr. Cox-Yes, Mrs. Little-Yes, Mrs. Poe-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mr. Schmitz. Motion carried.

5. 02 Approve Financial and Treasurer Report for February 2017 Mrs. Little made the motion to approve the financial and treasurer report for February 2017 with a second by Mr. Cox. Mr. Cox-Yes, Mrs. Little-Yes, Mrs. Poe-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mr. Schmitz. Motion carried.

This year N-C spent $1,454,873 in the education fund compared to $1,489,847 spent in the education fund last year. In the operation and maintenance fund, N-C spent $169,685 this year compared to last year the district had spent $374,900. The district spent $259,237 in the transportation fund compared to $179,990 last year. The district spent $1,883,795 this year compared to $2,044,737 last year at this time in those three funds for a difference of $160,942 less this year compared to last year.

The 28th of February completed 67% of the 2017 fiscal year. The district expended 57.5% of the education budget, 27.4% of the operations and maintenance budget, and 99.1% of the transportation budget. Fund balances as of February 28, 2017: Education: $937,269, Operation and Maintenance: $422,176 Transportation: $155,506, and Working Cash: $146,139. The four Major Fund Balances: $1,661,090. Total Fund Balance for all funds: $2,647,933. Fund balances as of February 29, 2016: Education: $977,906, Operation and Maintenance: $373,056 Transportation: $270,839 and Working Cash: $116,806. The four Major Fund Balances: $1,737,824. Total Fund Balance for all funds: $2,615,879. The district has $76,734 less this year compare to last year in the four major funds. The district has $32,054 more this year compared to last year in total fund balance.

6.0 Recognition of the Members of the Audience 

6.01 Public Comment Matt Kennedy asked to speak to the board about the 1-cent sales tax. He questioned if the sales tax would generate enough revenue to help the school. He has been approached by members of the public questioning the purpose of the tax. Mr. Young shared that the district actually has 3 options – the funds could be saved for future needs, could be used to build something such as a new gym or bus garage, or used as property tax relief in the future. Mr. Kennedy thinks if the public is informed of the true intention of the tax, most would be willing to support it. The board thanked him for his time and interest. Mr. Young will be meeting with the Hancock County States Attorney about the distribution of the sales tax. There are conflicting views about how the proceeds should be distributed between our district and the Warsaw school district.

7.0 Superintendent’s Report 

7.01 Transportation Report Mr. Young reported everything is running smoothly in the transportation department. 

7.02 Building and Maintenance Report- Bathroom Stalls Renovation and Lead Testing Jeff McCarty presented an estimate on the cost of installing new bathroom stalls. He has received an additional estimate that is close to the first one received. It will be discussed at next month’s meeting as an action item. Additional information has been received about the required lead testing. Mr. McCarty can actually collect the water samples and send the samples in for testing. It is recommended that we wait to perform the tests until later in the year as additional guidelines and information is received. 

7.03 The Regional Office of Education Mini-Compliance Review The ROE recently completed the mini-compliance review. We had two minor issues-the school website hasn’t been updated with the annual budget and not all school board members have completed the legally required training. 

7.04 Meet the Candidates and 1-cent Sales Tax Answer and Question Night- March 22, 2017 The Nauvoo Betterment Association will be hosting a Meet the Candidates night Wednesday, March 22 at 6:00 p.m. at the Nauvoo Fire Station. Mr. Young and Mr. Siegfried will attend the meeting and will have a presentation on the proposed one-cent sales tax referendum. 

7.05 Notification of Job Postings for Teaching and Coaching Positions Current school job openings are posted on the website, in the Burlington Hawkeye, Fort Madison Daily Democrat, Keokuk Gate City, Hancock County Journal Pilot, and the shopper. 

7.06 Consider a Discussion of the Negotiations with the Nauvoo-Colusa Education Association Mr. Siegfried, Mrs. Little, and Mrs. Poe will meet with the union representatives March 30th . Mr. Young has salary comparisons from the county schools and will get that information to the board. 

7.07 Principal Report Mr. Ayer’s report was in the board packet. PARCC testing began March 13 and it has been spread out over a two week period this year. This seems to have helped make the process go more smoothly.

8.0 Action Items 

8.01 Consider the Allowing the Maintenance to Hire Two Summer Employees Mrs. Little made the motion to allow Jeff McCarty to hire two summer employees with a second by Mrs. Stevenson. An amended motion was made by Mrs. Little to allow Jeff McCarty to hire two summer employees with a limit of $12,000 with a second by Mrs. Stevenson. Based on a previous policy set by the board, Mr. McCarty will review the applications and then come to the board with his recommendations. The job openings will be posted at the school, on the school website, at Warsaw High School, and in a couple of local public locations such as the Post Office and Caseys. 8.02 Consider Hiring a Junior High School Head Track Coach Mrs. Stevenson made the motion to hire Tyler Adams as junior high head track coach with a second by Mrs. Poe. Mr. Cox-Yes, Mrs. Little-Yes, Mrs. Poe-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mr. Schmitz. Motion carried. 

8.03 Consider Hiring a Junior High Assistant Track Coach Mrs. Little made the motion to hire Darcy Cook as the junior high assistant track coach with a second by Mrs. Stevenson. Mr. Cox-Yes, Mrs. Little-Yes, Mrs. Poe-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mr. Schmitz. Motion carried. 

8.04 Consider Hiring a Junior High Assistant Track Coach Mrs. Poe made the motion to hire Kami Althar as the junior high assistant track coach with a second by Mrs. Snyder. Mr. Cox-Yes, Mrs. Little-Yes, Mrs. Poe-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mr. Schmitz. Motion carried.

Mr. Young acknowledged Mr. Stan Stambach and Mr. Lee Purchatzke for their many years as coaches. He extended the district’s thanks for their dedication and hard work teaching the students about sportsmanship, discipline and the skills needed to become successful athletes in baseball and basketball. He also shared a few of their many accomplishments.

8.05 Consider the Acceptance of Stan Stambach’s Resignation as the Junior High Boys Basketball Coach. Mrs. Snyder made the motion to accept Stan Stambach’s resignation as the junior high boys head basketball coach with a second by Mrs. Poe. Mr. Cox-Yes, Mrs. Little-Yes, Mrs. Poe-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mr. Schmitz. Motion carried. 

8.06 Consider the Acceptance of Stan Stambach’s Resignation as the Junior High Boys Assistant Baseball Coach. Mrs. Stevenson made the motion to accept Stan Stambach’s resignation as the junior high boys assistant baseball coach with a second by Mrs. Little. 8.09 Consider the Approval of the Milk Bid for the Fiscal Year 2018. Mrs. Stevenson made the motion to accept the firm milk bid submitted by Prairie Farms for the fiscal year 2018 with a second by Mrs. Little. The firm bid is as follows: ½ pint 1% white milk $.310, ½ pint skim chocolate milk $.320, 5 lb. sour cream $7.75, 5 lb. cottage cheese $7.75 Mr. Cox-Yes, Mrs. Little-Yes, Mrs. Poe-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes.
