The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, October 3, 2017, at 7:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Ed Knight, Kevin Ketchum, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson, and Robert Wood.
Absent: Alderman Kevin Wombles
Mayor Hayden presided.
Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the variance for Chadwick L. and Brandi N. Ruzich, owners of the property located at 602 Libby Lane to permit the placement of an accessory building which will exceed the two-unattached accessory building limit.

Alderman Ritchart moved to approve the Special Use Permit for Rick Barton to operate his real estate office from his home at 300 North Mississippi Street.

Alderman Ketchum moved to refer the Special Use Permit requested by Roy Sydney to the Ordinance Committee for review. Mr. Sydney would like to build a 28’ x 32’ garage and has two accessory buildings. He eventually wants to build a house there but no accessory building is to be constructed prior to a main building. He has cleaned up the property and tore down a dilapidated house that had been on the property. If he had left the old house, he could have proceeded with construction.

Kaye Iftner updated the Council on the 8th Annual Girls’ Night Out scheduled for Thursday,
November 2, 2017. During the first year of the event, 30-40 women participated. Last year there were over 700 women participating. Illini Hospital will donate reusable shopping bags to participants again. Heartland Lodge will give away tickets for two to their girls’ weekend in January. J. Roberts Jewelers will most likely have a promotion and Country Financial usually donates a gift basket. Due to complaints last year concerning trash left behind after the event, Area Disposal trash boxes with plastic bags will be placed around the square to hopefully eliminate that problem. Event insurance will be purchased, although the Chamber of Commerce is sponsoring their event and since they are incorporated, City Attorney Mike Hollahan stated their policy would cover the event. Shopping bags will be located on each corner of the square and volunteers are needed to help at those locations.
Mrs. Iftner thanked the Council for their continued support and Mayor Hayden said the City appreciates all the work Mrs. Iftner has put into the event over the last eight years. The event promotes shopping locally.
Alderman Lennon moved to approve Ordinance No. 1591, An Ordinance Amending Zoning Code of the Code of Ordinances for the City of Pittsfield, Pike County, Illinois, on its second reading.

The first advertisement for an employee for the Gas Department will be in the newspaper tomorrow. A job description is available to pick up with an application. The Water Committee needs to meet within the next week to discuss an employee for the water plant. It takes approximately six to eight years to get through all the licensing.
Alderman Ketchum moved to reject the bid for the old Mike’s Tavern building since the City does not yet have ownership of the property.

Alderman Ketchum moved to approve $367.18 overage on meal expenses for two aldermen who attended the Illinois Municipal League Convention in Chicago.

Mayor Hayden reported the City of Pittsfield has been named an Ameren Illinois Progressive City 2017 and has received a $2,500 grant to be used on a community project. He thought placing LED lights in the ornamental street lights around the courthouse would be a good project to consider.
Glenna Pruitt, the current Park Ranger at Lake Pittsfield, will be gone from mid-October to mid-November and Trent Brannon will be substituting for her.
The concrete has been poured on 260th Avenue.
Two new City trucks have been purchased – one from water funds and one from gas funds. The Street & Alley Department has a truck situation and one may have to be purchased for them.
Fifteen thousand dollars has become available to put a cover over the electronic site at the Public Works building or to incorporate the collection site into a building somewhere.
Mayor Hayden reminded the Council that a Planning Commission meeting will be held two weeks from tonight to discuss rezoning the final property obtained for the expansion of McDonalds.
Alderman Ketchum said he has had several requests for fish cleaning stations at the lake.
Alderman Knight said they have drawn up some plans and will be discussing them further. He also thanked Tom Reinhardt for putting the fountain back into the lagoon at King Park.
Alderman Ritchart moved to approve the Finance Committee report and the Clerk be directed to issue the claims thereon.

Max Middendorf reminded everyone about the Interact fishing tournament at Lake Pittsfield on October 14, 2017.
Police Officer Jennifer Thompson reported the new stop signs are up at South School and citizens are noticing them. She thanked the City for the installation of the signs.
