Motion to accept proposal from CTI for Bare-Metal Backup at an additional cost of $513.04 per year over current rate, for a total cost of $4,418.08 per year

Resolution – Re: Resolution in Support of Illinois Bicentennial Celebrations

Motion to set a Public Hearing before the City Council on December 18, 2017 at 6:45 p.m. to consider whether the City should enter into an Exchange Agreement with Pameila Lea McCarty to exchange McCarty’s.18 acres of real estate with the City owned.47 acres of real estate, both of equal value and located in part of the N1/2 of the NE1/4 of Section 12, T.12N., R. 2 W., 3rd PM, in Christian County, IL

Motion to authorize and direct the Mayor to sign Vendor Invoice #115670 for IL Project No. TAZ-4342 for Crawford, Murphy & Tilly for professional services rendered from 8/26/17 to 9/29/17 for a total of $2,581.81 and to forward to IDOT for fund disbursement and approve payment upon receipt of funds from IDOT

COMMITTEE REPORTS

Discussions and/or Motions to approve/adopt and/or deny and/or table and/or amend and/or refer to an appropriate Committee in whole or in part the matters regarding the following subject matters discussed at the Committee level:

Lake/Airport –

Motion to recommend to the City Council to direct Lake Superintendent Jackson to gather information and figures relating to the dredging of the Lake and bring back to the next Lake/Airport Committee Meeting

Motion to recommend to the City Council to allow Airport Manager Newberry to discount jet fuel by.35 per gallon if pilot purchases 1,000 or more gallons in a month

Water/Environmental –

Motion to authorize and direct the Mayor to sign Pay Request #4 from Plocher Construction in the amount of $413,910.00 for work on the New Water Treatment Plant and forward the request to IEPA Low Interest Loan Program for disbursement and approve payment of same pending receipt of disbursement from IEPA, this conditioned upon receipt of signed mechanics lien waivers in this amount and recommendation by the Project Engineer that the work has been satisfactorily performed

Motion to pay Benton & Associates $73,653.83 for work performed related to the construction of the New Water Treatment Plant from September 17, 2017 through October 14, 2017

Motion to pay Dickinson Hussman in the amount of $3,150.00 for work performed related to the construction of the New Water Treatment Plant from October 1, 2017 through October 31, 2017

Motion to pay Oates & Associates in the amount of $4,035.00 for work performed related to the construction of the New Water Treatment Plant from February 25, 2017 through May 26, 2017

Ordinance –

Motion to direct the City Attorney to prepare an ordinance to add a 4-way stop sign at the intersection of Cleveland and Chestnut Streets and a 2-way stop sign at the intersection of Snodgrass and Ash Streets, with the stops on Snodgrass

Motion to direct the City Attorney to draft proposed modifications to the City Code,

Section 9-1-1 Section H, with recommendations by Pat Kretzer and George Calvert, and to bring this draft to the next Ordinance Committee meeting for review

Motion to secure a no-cost, no obligation membership with the National Joint Powers Alliance for the City of Taylorville, and to have the City Attorney approve all documentation

Finance –

Motion to approve the January 1, 2018 to January 1, 2019 Workers Compensation Policy Renewal Premium of $293,845.00 from Illinois Public Risk Fund

Motion to direct the City Clerk’s Office to prepare an Ordinance that, pursuant to the TruthIn-Taxation Act, the sum of $2,758,927.76 for the City’s current Fiscal Year 5/1/17 to 4/30/17 upon the taxable property in the City, which amount is less than 105% of the amount extended, or estimated to be extended upon the final aggregate levy of the preceding fiscal year; and a Truth-in-Taxation Hearing is not required. This

includes a total maximum levy of $266,452.76.00 for the Taylorville Public Library.

Public Facilities –

Motion and/or motions regarding Treasurer’s Office Front Window

Motion to approve and/or ratify payment of bills ($215,949.73)

• Per subparagraph (g) of 5 ILCS 120/2.06, this portion of the City Council Meeting is reserved for any person wishing to address the Council on any relevant subject matters concerning the City. The Illinois Open Meetings Act (5 ILCS 120/1 et seq.) mandates NO action shall be taken on subject matters not listed on the agenda, but the Council may direct staff to address the topic or refer the subject matter to a future Council and/or Committee Meeting. If anyone wishes to address the Council, please provide your name and address, limit your comments or presentation to three (3) minutes, and avoid repetitious comments.
