Village of Tremont Board met Feb. 5.

Here is the agenda provided by the Board:

President Todd Bong called to order this regular meeting of the Tremont Village Board at 7:00 PM, Monday, February 5, 2018, at the Tremont Village Hall.

Present: President Bong, Trustees Scott, Harding, Scranton, Replogle, Getz

Absent: Trustee Zuercher

Village Clerk: J. Madsen Attorney: R. Wherry

Police Chief: M. Dodwell

Guests: Peg Ramsey, Janet Rocke, Eric Hansen

MINUTES

Trustee Replogle moved to approve the minutes for the regular meeting of January 15, 2018, and Getz seconded.

AYES: All NAYS: None Motion carried.

Trustee Harding moved to approve the Executive Session minutes from January 15, and Scranton seconded.

AYES: All NAYS: None Motion carried.

BILLS

Trustee Scott moved to approve all bills incurred since January 15, 2018, and Scranton seconded.

AYES: All NAYS: None Motion carried.

Trustee Replogle reported that Chad Hancock has resigned his seat on the Zoning Board, that many campaign signs have been placed on Village right-of-way, and that Jody Venovich has applied for a permit to keep his fence up next to Caseys.

Trustee Harding moved to transfer $18,745.09 from General Savings to Police Operations

Checking to cover bills and payroll. Scott seconded.

AYES: All NAYS: None Motion carried.

Also, Trustee Harding moved to transfer $12,659.00 from Water and Sewer Revenue to General Fund Savings to cover its share of the IMLRMA cost. Scranton seconded.

AYES: All NAYS: None Motion carried.

Trustee Getz says he hopes to check the erosion problem by the veterinarian clinic by reshaping the ditches by the property.

Janet Rocke and Peg Ramsey, representing Winning Communities, were present to acquaint the Board with their long-range Sampson Street Revitalization project. The hope is to improve building facades with more visible signage, more landscaping details and the addition of architectural details. Hopefully, this work can tie into the upcoming infrastructure repair downtown.

Eric Hansen presented a sewer rehab update during which he stated that approximately 73 service lines appear to be problematic. He hopes to identify the home owners and then offer suggestions for treatment.

Trustee Scranton moved to approve a Sewer Construction Inspection contract for the Village with CMT on a time and expense basis. Replogle seconded.

AYES: All NAYS: None Motion carried.

Regarding annexation of three west side properties, Eric Hansen and Attorney Dick Wherry agree that three separate annexation plats will be needed in hopes of bringing the Bolliger, DuBois and GT Services properties into the Village.

Trustee Replogle said the new zoning code regulations were nearly ready for Board approval. A few late additions need to be considered before sending the package to Attorney Wherry for review.

President Bong informed the Board that he recently passed his Open Meetings Act test for certification and urged all elected officials and appointees to go online and complete the certification.

Following discussion, the Board showed interest in the creation of two new ordinances. The first would be an ordinance creating a motel tax. Examples from other communities and a check of the statutes would be needed. The second ordinance would be one to help clarify alley access and maintenance by the village.

Trustee Scranton moved to approve Ordinance 18-104 abating the tax hereto levied for the year 2018 to pay the principal of and interest on $4,260,000 General Obligation Bonds (Alternative Revenue Source), Series 2017A, of the Village of Tremont, Tazewell County, Illinois. Harding seconded.

AYES: All NAYS: None Motion carried.

Trustee Harding moved to approve Ordinance 18-105 abating the tax hereto levied for the year 2018 to pay the principal of and interest on $575,000 General Obligation Refunding Bonds (Alternative Revenue Source), Series 2017B, of the Village of Tremont, Tazewell County, Illinois. Scranton seconded.

AYES: All NAYS: None Motion carried.
