Here is the minutes provided by the Council:

Mayor Robin Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Roll Call

Ald. Miller made a motion to approve the consent agenda, which include the following items;

1. Approval of Minutes from January 3, 2018

2. Approval of December 2017 Financial Report

It was seconded by Ald. Lorton. A roll call vote was taken and the results of that vote are as follows:

Treasurer’s Report

1. Treasurer Cortelyou advised that we will need 2 non-grant eligible projects this year to utilize the Revolving Loan Fund money before we need to return that money to the state. We have approximately $960,000 in the fund that will need to be utilized.

2. The Bushnell Recreation and Cultural Center CD is due at the end of the month; that money can be utilized to replace locks, upgrade security, and finish the payment of exercise equipment to offset the Administrative deficit from 2017 fiscal year.

3. Cortelyou advised he is holding the start of budget discussions February 5th. The meetings will be as follows: Recreation Center at 3pm, Police at 3:30pm, Water/Sewer at 4pm, Motor Fuel Tax at 4:30pm, Administration at 5pm.

Recognition of Guests

1. Pete Tarantola with Big Brothers/Big Sisters presented a Proclamation to Mayor Wilt, whereas Mayor Wilt read the proclamation stating January is National Mentoring Month. Bushnell’s current Big Brother’s/Big Sister’s role model is Alyssa Lowe. Big Brother’s/Big Sister’s is looking for someone that can make a 12 month commitment to the organization to help run the program. They have the location set at the Methodist Church and are looking for someone local to fill the position.

Ad Hoc (Mayors Report)

1. Wilt advised she had attended multiple meetings the last couple of weeks. She and Clerk Bradford attended the Chamber of Commerce meeting held at Rosy’s January 10th. She and Clerk Bradford also met with Jonny Miller and Jill Griffith in regards to the Bushnell City webpage, which will launch April 1st.

2. Wilt asked that Alderpersons discuss all topics only pertaining to their own committees in their committee meetings. She would like for them to “Stay in their own lanes” of business. She also asked that all minutes and agendas be given to the City Clerk. The City Clerk will need the agenda to be posted 48 hours before the meeting time. And have access to the minutes 48 hours after all meetings, for any citizen who asks to see them. Mayor Wilt also asked Alderperson’s to keep her included on all decisions and discussions so she is in a better position to answer any questions the public asks of her.

3. Mayor Wilt expressed her gratitude to all City Workers for thawing meters after all of the cold weather. It is rare that the meters freeze like they have this year and the City Workers are working hard to ensure they keep our citizens water flowing.

4. There was an awful fire in town last night that our fire fighters worked hard on, but the fire was a total loss to the family. If there is something you want to donate, or if you have a monetary donation, let Mayor Wilt know and she will find who it needs to go to.

Personnel/Finance/Budget

Public Works – Street/Sewer/Alley

1. Alderperson Miller advised that there was an issue confirming the back up at Don Klinedinst property, so they proposed to pay 25% of Klinedinst’s bill to Batson’s Ace Hardware, which would be $85.73.

2. There is a Public Works Committee for January 19th at 3pm to discuss Motor Fuel Tax oil and chipping for this year. The intergovernmental bids for oil and chipping have to be in by February, so the committee asks for Power to Act in the meeting to place that bid. The bid should be close to last year’s bid of $22,000 to $25,000.

Ald. Miller made a motion to approve the Power to Act in the January 19th 2018 meeting for Motor Fuel Tax oil and chipping.

3. Dan Roberts, with TEST advised that there is a problem with the Lime feeder they are using from 1984. Roberts is looking to move budgeted money from the aerator to the lime feeder. The approximate cost is $2500 to $2600. Because the money is already budgeted they will not need to ask for council approval.

4. Finally Ald. Miller set a wish list of tasks he would like to see completed for the 2018 and would welcome any input from the rest of the council and community at large. He will set the list into priorities later and bring his final cost list to the budget talks on February 5th.

Police/Liquor/ESDA

1. Police Activity Report was submitted for December.

2. Next meeting will be February 12th, 2018 at the complex.

3. ESDA Director, Jeff Rench, advised there will be an Opioid Training February 7th. ESDA is also working on setting up a training with the High School.

Parks/Recreation

1. Held a meeting January 9th at the Recreation Center. The main topic was Reid Brewer Memorial Splash Pad. Katie Brewer gave a presentation, and the City advised there will be a space for the splash pad, but no decision on where.

Real Estate

1. Meeting was cancelled due to inclement weather, rescheduled for February 6th at 4pm.

Economic Development

1. Ald. Steelman advised she shared the Webinar access and will do the next training class on the Future of Retail, which is a 2 part class, the second class a questions and answer. She is looking into also having group meetings.

2. Steelman has also started a newspaper article highlighting new and existing Bushnell businesses and giving updates from around Bushnell.
