City of Bushnell Council met March 5.

Here is the minutes provided by the Council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Roll Call

Ald. M Howell made a motion to approve the consent agenda, which include the following items;

1. Approval of Minutes from February 19, 2018

2. Approval of February 2018 Financial Report

It was seconded by Ald. Lorton. A roll call vote was taken and the results of that vote are as follows:

Where upon Mayor Wilt declared the motion carried.

Treasurer’s Report

1. Treasurer Cortelyou advised he received a letter from the State of Illinois acknowledging that all documents have been received and the Revolving Loan Fund has officially been closed. The letter also states that the City of Bushnell may use the funds on up to two eligible projects before December 31, 2020.

2. Treasurer Cortelyou advised he is approximately ¾ through the budget and plans to meet with Robin this week to finalize.

Ad Hoc (Mayor’s Report)

1. Mayor Wilt advised she had distributed information to each council member concerning the BCC and asked that they read over the material.

2. Mayor Wilt met with Devin Kozicki and Kurtis Mason with Mosaic today. Wilt advised that March is National Intellectual and Developmental Disabilities Awareness Month and she is planning a Proclamation on Wednesday. Our community is blessed with 4 Mosaic homes as well as Beth and Friends Consignment shop. Mayor Wilt invited everyone to schedule a walk-through to see what Mosaic is about.

3. Wilt will be attending the Chamber of Commerce meeting at 1pm on Wednesday.

4. Wilt and Bradford will be meeting with our Web Masters to discuss the launch of our new City of Bushnell website on Wednesday evening.

5. TEST Dinner has been moved to the Macomb Country Club due to the Red Ox closing.

6. We are hosting a Big Bang Breakfast Cook Off April 14th to raise money for our City Fireworks Display. We are looking for chefs, so get the word out.

7. March 24th the Pool is hosting their big Chili Cook Off to raise funds to keep our pool running.

Personnel/Finance/Budget

1. Meeting was held 3/1/2018

2. Meeting was held 3/5/2018

a. Committee discussed possibly having an existing employee become a licensed/certified home inspector. This would allow a possible quicker turn around for condemning properties. The committee decided to table the discussion until further information has been gathered.

Public Works – Street/Sewer/Alley

Police/Liquor/ESDA

1. Police Activity Report was submitted for February.

2. Next Police/Liquor meeting will be March 12th at 4pm at the Complex

3. ESDA Director, Jeff Rench, advised he is obtaining more information on a drug drop off box. He will have more information later.

4. Next ESDA meeting is March 12th at 3:30pm at the Complex.

Parks/Recreation

1. Committee Chair, Brent Glisan, reminded the council that there is a mobile food bank March 16th at the Bushnell Recreation and Cultural Center. He advised River Bend Food Bank will be set up at 9:15am and will start taking appointments. Mayor Wilt asked that each council member take the flyer that was given to them and hang them up or give it to someone that my need assistance.

Real Estate

1. Committee Chair, Donna Coates, stated that she had a discussion with our police chief, Joe Fosdyck in regards to the burnt down residence in the 700 block of West Main St. They are going to speak to the owners and send a letter asking them to clean it up.

Economic Development

MAEDCO

1. Pierce advised Dunkin Donuts is having a grand opening at the end of the month. More details later.

2. McAlister’s is doing a soft opening 3/17/2018 to work out any bugs before opening to the public 3/19/2018.

3. MAEDCO had their annual meeting last month, which Mayor Wilt attended. Pierce advised the CEO of Dunkin Donuts was the guest speaker. Approximately 60 persons were in attendance.

4. Pierce advised there is a Rural Economics meeting in Springfield Wednesday and Thursday of this week. She is planning on attending these meetings.

Attorney’s Report

1. 2nd Reading of the Golf Cart Ordinance was presented for approval to the council. Mayor Wilt asked about any discussion, where Ald. Coates advised she had an overall opinion from her ward that the ordinance would allow for accidents and was asked to vote “no”. Ald. Glisan advised he had about a 50/50 opinion in his ward and felt more people supported the ordinance than opposed. Ald. Steelman discussed her opinions about accidents and felt that it is comparable to riding a bicycle. Discussion concerning the use of UTVs is covered by the State of Illinois under Low Speed Vehicle Statute as well as the Non-Highway Vehicles Statute.

Ald. Lorton made a motion to approve Ordinance 2018-2, allowing the controlled use of Golf Carts by licensed motorists on our city streets.

Ald. Miller seconded the motion. A roll call vote was taken and the results of that vote are as follows:
