City of Pittsfield City Council met May 15.

Here is the minutes provided by the Council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, May 15, 2018, at 7:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Robert Ritchart, Bill Scheiwe and Robert Wilson.

Absent: Aldermen Paul Lennon, Kevin Wombles and Robert Wood

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Ritchart seconded the motion.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report and the Treasurer’s Annual Report.

Alderman Ketchum moved to accept the recommendation of the Planning Commission to rezone a parcel of property owned by William E. and Donna J. Lowry on the north side of West Washington Street from R-4, Mobile Home Dwelling District to A-1, Agricultural District, and direct City Attorney Hollahan to draft an ordinance for the zoning change.

Alderman Wilson seconded the motion.

Alderman Ketchum moved to accept the recommendation of the Planning Commission to rezone a parcel of property owned by Pike Feeds on the north side of West Washington Street from R-4, Mobile Home Dwelling District to B-3, Highway Business District, and direct City Attorney Hollahan to draft an ordinance for the zoning change.

Alderman Wilson seconded the motion.

Alderman Ketchum moved to accept the recommendation of the Planning Commission to rezone a parcel of property owned by William A. and Regina D. Lipcamon on the north side of West Washington Street from R-4, Mobile Home Dwelling District to B-3, Highway Business District, and direct City Attorney Hollahan to draft an ordinance for the zoning change, subject to approval from the petitioner after research on property taxes.

Alderman Knight seconded the motion.

Mayor Hayden said Bob Evans had requested to be on the agenda regarding Nicolay-Hay Day in Pittsfield, but Mr. Evans is not present. Mayor Hayden knows he was requesting having the old Fall Festival tent set up by the City. Mayor Hayden said the tent has a lot of age on it and Street & Alley Foreman Jeff Griggs stated that setting up the tent is very time consuming.

Alderman Ketchum moved to approve Change Order No. 2 for Contract C of the Kamar Drive Sewer System Improvements, for a deduct amount of $216.00.

Alderman Knight seconded the motion.

Alderman Ketchum moved to approve Pay Estimate No. 3 for Contract A (Final) of the Kamar Drive Sewer System Improvements, in the amount of $5,360.42.

Alderman Ketchum moved to approve Pay Estimate No. 3 for Contract C (Final) of the Kamar Drive Sewer System Improvements, in the amount of $5,728.80.

Mayor Hayden stated the City will be purchasing the property south of the Little League Park from Lafayette Scoggins for parking, with the closing date to be determined.

Alderman Ketchum moved to change the time of regular Council meetings to 6:00 p.m. year-round and direct City Attorney Hollahan to draft an ordinance for the change.

Mayor Hayden reported the cost of the Ameren program at the wastewater treatment facility is approximately $82,000.00 and we will be reimbursed 60% of the cost ($49,409.70). An invoice will be sent when the job is complete, and the City will receive reimbursement. Over two years, the savings should cover our 40% share of the cost.

The uptown water tower tank will be inspected this Friday.

Korbyn Personett and Peyton Jones have been hired as summer helpers.

Steve Watkins and Josh Klatt came up with the idea to ask the desktop publishing class, taught by Laura Shade, to have a contest to design a decal for the City of Pittsfield Public Works vehicles. A design has been chosen and the winner was Max Howard, who received a $50 Visa gift card.

A budget meeting will be held Wednesday, May 23, 2018 at 5:00 p.m. to finalize annual budget figures. The Mayor and City Clerk will be meeting with department heads tomorrow at 2:15 p.m.to work on budgets for their departments. Aldermen are welcome to attend.

Plans will be sent to Illinois Department of Transportation for work on Clarksville Road. Mayor Hayden will call IDOT when the plans are submitted to try to expedite their approval since it is extremely critical they approve it quickly, so bids can go out and work can be started before school starts in the fall. Roto milling may also be done in front of the high school.

The Pike CEO program had their Trade Show last week and Mayor Hayden said the students were very impressive. The CEO program is an excellent program and the City of Pittsfield hopes to be a part of it and help keep it going. Next year there are approximately 17-18 students slated to take part in the program.

Callender Construction gave Mayor Hayden word they are not too busy to do the road preparation at the lake. Oscar will contact Street and Alley Foreman Jeff Griggs with an estimate next week and then we can solicit bids for the project.

Alderman Knight reported the handicap dock at the lake should be complete before Memorial Day. They are doing the final concrete pour tomorrow morning.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.
