City of Hamilton City Council met May 21.

Here is the minutes provided by the Council:

The Hamilton City Council met in regular session at 7:00 pm with Mayor Walter Sellens, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter, and Debbie Summers answering roll call.

Mayor Sellens led everyone in the “Pledge of Allegiance”.

Sellens asked for a motion to approve the minutes of the May 7, 2018 meeting. Bierbaum made a motion to approve the minutes. Johnson seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.

Mayor Sellens reported that we had two members of the Council lose family members this past week and asked for a moment of silence. Our thoughts and prayers are with you.

Mayor Sellens welcomed the visitors to the Council meeting. Wade Plowman and John Neumann requested to address the Council regarding the visitors from the first meeting this month. Mr. Neumann reported that they had been working at 1 Dania Drive for about 12 months with the machines only running about 6 months. He admitted that yes they had been doing sandblasting but have only blasted 12 times in the last 6 months. He noted that they had built a temporary building to try to keep any residual dust for going on the neighbors. Neumann reported that they are planning to move the business and purchase land but those plans are on hold right now. He noted that they know they are operating in a residential district but are looking for a piece of property in a business district. Summers reported that the discussion of operating a business at this address has been discussed in past. She noted the Council approved a permit for an additional building to be built for the equipment to be stored in but now the equipment is outside and a new business is being ran inside the building. Plowman noted that the snow equipment has been moved to the country. Plowman reported that he is looking to move the business to Iowa instead of staying here in Hamilton. It was recommended to Plowman to apply for a variance to have the property rezoned as commercial. Plowman reported he will look into this and make some decision in the next two weeks and follow up with the Council.

Another visitor, Melinda Plowman asked the council if they were doing anything about the abandoned property at 531 Main Street. She stressed that the one side is almost completely down and it is very much a safety hazard. Tucker noted that it is set for court on May 31st.

Mayor Sellens issued an apology to Kris Pilkington, Hancock County Treasurer of the City’s misunderstanding regarding the tax bills. Pilkington reported to the City that it has not yet been determined if the tax bills will be due in one installment or two as they usually are.

Mayor Sellens reported that he had asked for input from the Council members regarding the committees they are currently on and if anyone would like to change to a different committee. Since everyone seems to be happy on their current committee he reported he will leave all committees the same this year.

Mayor Sellens read a letter from Mediacom reporting that ABC channel 8 that is currently coming out of Moline will be changed to ABC out of Hannibal effective June 26th.

Finance & Appropriations:

Eddings reported that the City had received the following deposits:

•May 7$ 4,000.00Vehicle Fund – Court Supervision

•May 7$ 1,479.05City Ordinance Fines

•May 9$ 2,423.50Personal Property Replacement Tax

•May 14$ 11,470.16State Sales Tax

Eddings made a motion to approve the Treasurer’s Report. Summers seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Public Works & Buildngs:

Bierbaum reported that they held a Public Works Committee meeting on Monday, May 14th at 5:30 pm.

Street:

Bierbaum reported that following items were discussed during the Street portion of the meeting:

•Discussed part-time help and agreed to recommend Tyler Priebe.

•Street Department mowed and picked up garbage at our property on Oak Street

•Discussed closing north side of Oak between 13-14th – Stan will prepare Ordinance

•Signs were stolen while we were working on the Woodland Drive project

Bierbaum made a motion to approve Supreme Electric’s invoice #23115 for the amount of $3,393.78. This invoice covered removing damaged signal on March 24th and reinstalled new signal on May 1st at Route 136 & Route 96th. Johnson seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

Bierbaum made a motion for Mayor Sellens to appoint Tyler Priebe as the new part-time street employee. Johnson seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.

Bierbaum reported that they would take the purchase of the tractor mower back to committee to review.

Mayor Sellens reported that the Street Department starting laying stabilized base with the paver on the road thru the park. He encouraged everyone to drive by and look at it in the next few days.

Water/Sewer:

Schlatter reported the Water & Sewer Committee discussed the sewer issue on Oak Street at Mike Taylor’s property. He was requesting the City pay a portion of his new sewer. The committee decided that they would not be responsible for it but would pay for the materials for the sidewalk replacement.

Building And Grounds:

Johnson reported the new carpet would be installed on Wednesday, May 30th and 31st at the Community Center.

Johnson reported he had picked out a new vacuum and Michelle will be ordering form McFarland’s tomorrow.

Health & Safety:

Summers reported that the Health & Safety Committee will hold a meeting on Tuesday, May 29th at 5:30pm at the Fire Department.

Summers made a motion to approve the following building permit: 150’ Wood Privacy Fence to Tamara Taylor at 181 North 10th Street. Bierbaum seconded the motion. Roll was called with Schlatter, Summers, Eddings, Bierbaum, Johnson and Boone voting aye. Motion carried with 6 aye votes and no nay votes.

Summers reminded the public to please keep your grass and weeds mowed per the City Ordinance.

City Attorney, Stan Tucker reported that we are moving forward on the property on Walnut Street. He noted that she failed to appear on the 10th and will be served by the Police Department requiring her to appear. Property on Main Street is scheduled for May 31st. Still working on the liens for Oak Street and Main Street properties.

Mayor Sellens read a public notice for sealed bids on the abandoned property on Laurel Street. The winning bid must be required to demolish the building within 45 days of closing. Bids would be accepted until June 18th with a minimum bid of $500. Summers made a motion to advertise for bids. Schlatter seconded the motion. Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone and Schlatter voting aye. Motion carried with 6 aye votes and no nay votes.

There being no further business to discuss, Schlatter made a motion to adjourn the meeting at 7:58 pm. Johnson seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.
