City of Hamilton City Council met May 7.

Here is the minutes provided by the Council:

The Hamilton City Council met in regular session at 7:00 pm with Mayor Walter Sellens, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter, and Debbie Summers answering roll call.

Mayor Sellens led everyone in the “Pledge of Allegiance”.

Sellens asked for a motion to approve the minutes of the April 19, 2018 meeting. Bierbaum made a motion to approve the minutes. Johnson seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.

Mayor Sellens welcomed Jolene Howes to the meeting. Ms. Howes reported that due to the business being operated in her residential neighborhood it is making it difficult for her to sell her home. She showed pictures and video of the property she was referring to showing the noise and also the equipment. She noted that besides all the vehicles, trailers, and equipment there is black smoke, sandblasting, loud noise, and a gas tank with no posting on it.

Summers made a motion to authorize City Attorney to begin the legal process against the property owner for violating the city ordinance for a residential district. Schlatter seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Mayor Sellens reported that the Liquor, Video Games and Pool Table Licenses had been issued for the 2018-2019 Fiscal Year.

Sellens read a Proclamation of the City of Hamilton’s support of the North American Safe Boating Campaign “Wear It”! and declaring May to be Safe Boating Month and May 19-25th 2018 National Safe Boating Week.

Sellens reported that everyone had received a copy of the Schedule of Meetings for the 2018-2019 Fiscal Year and asked for a motion to approve Resolution #1. Eddings made a motion to approve the Resolution. Bierbaum seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

Sellens read the following Appointments and asked for a motion for approval:

City Attorney – Stan Tucker

Chief of Police – Nick Jamerson

Water/Sewer Superintendent – Aron Metternich

Street Superintendent – Ryan Boley

Fire Chief – Steve Helenthal

ESDA Coordinator - Justin Hobby

Janitor – Leroy Agnew

Building Inspector – Tim Hempen

Animal Control Officer – Mike Wright

Library Board – Jim Noble, Katie Dellvedova, David Morgan, Margie Stice,

Christopher Williams, Wanda Hansen, John Wardwell, and Mike Luth

Zoning Commission – Charlies Mullens, Chairman, David Francis, Becky Summers, Don

Faulkner, Jo Hamann, Dave Bousselot (1 vacant)

Banking Depositories – Marine Bank & Trust, First State Bank of Illinois

Johnson made a motion to approve the appointments. Bierbaum seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.

Mayor Sellens reported that he will hold the Committee appointments till a later meeting. He asked the Council Members to let him know if they had a request to stay on or move to a particular committee.

Sellens read a letter from Hancock County Clerk, Kerry Asbridge. Letter stated that the tax bills will be mailed late this year due to the vacancy in the office of the Supervisor of Assessments. The bills will be mailed in early August or later and the due date will likely be after Labor Day.

Sellens read a thank you letter from the Seniors thanking the City for allowing them to use the Community Center for their activities and meals.

Finance & Appropriations:

Eddings reported that the Finance committee held a meeting on April 23rd. He noted that considerable discussion was spent regarding on call pay.

Eddings reported that the City had received the following deposits:

•April 23$ 25,057.73State Income Tax

•April 23$ 5,621.17Use Tax

•April 23$ 2,347.80Video Gaming Tax

•April 23$ 8,687.50Ameren Franchise License

•April 23$ 4,000.00Liquor Permits

•April 30$ 2,394.76Utility Tax

•April 30$ 9,552.69Utility Tax

Eddings made a motion to approve the Selected Check Registers. Bierbaum seconded the motion. Roll was called with Schlatter, Summers, Eddings, Bierbaum, Johnson and Boone voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings made a motion to approve Ordinance #8 Transferring Certain Funds, Amended Appropriations. Johnson seconded the motion. Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone and Schlatter voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings made a motion to approve the FY 2018-2019 Benefits for Full-Time City Employees, Guidelines for Administering Benefits. He noted the following changes to the benefits:

•#3 Mileage -.55

•#6 Need to revise Ordinance #6 (Series 2016-2017) Meals $45 Lodging $160.00 Mileage.55 New Ordinance #1 (Series 2018-2019)

•#11 Call out pay

a.Minimum 4 hours @ Regular Pay (maximum of 2 call outs in 24hr period)

b.On Holiday 4 hours @ 2 times regular (maximum of 2 call outs in 24hr period)

c.On Call Pay - $15.00/day did not pass 11c

•#12 Observed Holiday Worked – Change from 1 ½ to 2 times straight time hourly rate

•#18 Light Duty - Need to revise Ordinance #6 (Series 2011-2012) Change to Allow per Department Handbook

Boone seconded the motion. It was discussed that there was still questions about the on call pay. Council members felt that it should be pulled from the Full-Time Benefits. After discussing #11 c. On Call Pay - $15.00/day, Eddings withdrew his motion and Boone withdrew her second.

Eddings made a motion to approve the Benefits for Full-Time City Employees omitting #11 c (On Call Pay - $15.00/day) from the benefits and Ordinance #1 (Series 2018-2019) Travel, Meal and Lodging Expenses. Bierbaum seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings noted the following recommended increases to the Part-Time Employee Wages of 2018-2019:

•Janitor $14.00/hour

•Clerical Worker II $13.00/hour

•Dog Catcher $330.00/month

•ESDA Coordinator $1,500.00/year

•Part-Time Water/Sewer $12.00/hour

•Part-Time Police with PTI $16.50/hour

•Part-Time Police without PTI $14.50/hour

Eddings made a motion to approve these changes to the Part-Time Employee Wages for Fiscal Year 2018-2019 effective May 1, 2018. Bierbaum seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings made a motion to increase the Attorney Retainer Fee to $1,200.00/month effective May 1, 2018. Bierbaum seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.

Mayor Sellens asked where we were on setting up the new computer system. Michelle noted that it is moving slow but will try to work on it next week.

Public Works & Buildngs:

Bierbaum reported that the Public Works & Buildings Committee will hold a meeting on Monday, May 14th at 5:00 pm.

Street:

Bierbaum reported that the following items were discussed at the April 23rd:

•New paver is in. The Park District is going to provide the material, the City will provide the labor and we will be able to practice with the new paver on the park road.

•Looking to purchase a walk behind tiller.

•Discussed revisions to handbook (Comp Time and Sexual Harrassment)

•Woodland Drive completed and seeded

•Advertise for summer help in the Street Department

•Discussed No Parking between 13th and 14th on Oak – more discussion needed

•Fairway Lane request City to take over maintenance – Tucker states he has a file on this road where we looked at in the past

Water/Sewer:

Schlatter reported that the following items were discussed at the Committee meeting:

•Aron updated on the Variable Frequency Drive Project for water plant. Deadline for bids to be turned in by May 11th.

•Discussed bid for a Grid Bee water tower mixer

•Lead water service inventory every house in town – Report all that have lead water services. There are 1405 services currently on the water system with 930 positively identified of which 31 are confirmed to be lead. Discussed ideas on how to set policy for replacement of lead lines was discussed

Schlatter read a Press Release that the Water Department would be flushing fire hydrants beginning May 14th and continuing through May 18th. He noted that this is a required preventative maintenance program that is preformed every year around this time.

Schlatter made a motion to approve the policy change on filling pools using fire hydrants. The policy states that a minimum of 10,000 gallons of usage will be required before a fire hydrant can be used for filling swimming pools. Bierbaum seconded the motion. Roll was called with Schlatter, Summers, Eddings, Bierbaum, Johnson and Boone voting aye. Motion carried with 6 aye votes and no nay votes.

Building And Grounds:

Johnson reported that carpet will be laid at the Community Center on Wednesday, May 30th. The center will be shut down for the day while the carpet is laid in the front room.

Health & Safety:

Summers reported that the Health & Safety Committee will hold a meeting on Thursday, May 17th at 5:30 pm at the Fire Department.

Summers made a motion to approve the following building permit: 20’L x 12’W Concrete Patio to Lisa Winter at 1840 High Street. Bierbaum seconded the motion. Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone and Schlatter voting aye. Motion carried with 6 aye votes and no nay votes.

City Attorney, Stanley Tucker reported that the property on Laurel Street is ready to proceed with sale. The tax lien has been extinguished.

Tucker also reported that he has contacted the State of Illinois regarding their healthcare lien on the property on Oak Street. He has not received a response from them at this time.

Tucker noted that he is working on Walnut and Main Street properties.

There being no further business to discuss, Bierbaum made a motion to adjourn the meeting at 8:10 pm. Schlatter seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.
