City of Hamilton City Council met April 16.

Here is the minutes provided by the Council:

The Hamilton City Council met in regular session at 7:00 pm with Mayor Walter Sellens, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter, and Debbie Summers answering roll call.

Mayor Sellens led everyone in the “Pledge of Allegiance”.

Sellens asked for a motion to approve the minutes of the April 2, 2018 meeting. Bierbaum made a motion to approve the minutes. Johnson seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.

Mayor Sellens welcomed Travis Akin from Azavar Government Solutions. Akin presented information regarding the services their company offers to Municipalities in Illinois. They conduct a review of the taxes due the municipality and analyze to determine if any tax dollars owed to the City are missing. The Mayor thanked him for attending the meeting and noted that they would review the information during a committee meeting.

Finance & Appropriations:

Eddings reported that the Finance committee held a meeting April 12th. He noted that the following items were discussed:

•Discussed employee raises

•Part-time wages

•Call out pay

•Department Appropriations

•Codifications – will look further into it in September

Eddings reported that the City had received the following deposits:

•April 9$ 2,377.55Personal Property Replacement Tax

•April 9$13,036.13State Sales Tax

•April 9$ 6,775.98 Circuit Clerk Fines

Eddings made a motion to approve the Treasurer’s Report. Summers seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings made a motion to a 3% pay increase to all employees. Summers seconded the motion. During discussion, it was noted that they had moved away from giving percentage increases and would like to request that we continue with that policy. Eddings and Summers withdrew their motion and second.

Eddings made a motion to approve a $.75 increase to all full time employees effective May 1, 2018. Schlatter seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings reported the Finance Committee will hold a meeting on Monday, May 23rd at 5:00 pm.

Public Works & Buildngs:

Bierbaum reported that they would hold a Public Works Committee meeting on Monday, April 23rd at 5:30 pm.

Street:

Bierbaum had nothing new to report at this time.

Water/Sewer:

Schlatter had nothing new to report at this time.

Building And Grounds:

Johnson reported he had received a renewal from Peters Heating for the service contract on the two units at the Community Center. The cost is $270.00. Johnson made a motion to approve the renewal. Bierbaum seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.

Johnson made a motion to approve purchasing carpet for the Community Center at a cost of $5,829.00 from Heartland Carpet. Bierbaum seconded the motion. Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone and Schlatter voting aye. Motion carried with 6 aye votes and no nay votes.

Johnson will look into purchasing a new vacuum for both City Hall and the Community Center.

Health & Safety:

Summers reported that the Health & Safety Committee held a meeting on April 12th. She noted that the following items were discussed:

•State Farm Computers came in.

•Car at the burn Pile – give to Fire Dept for training

•Fire Department radio project 95% completed

•Radar trailer is out in the community

•7 Fire Calls last month

•CPR Training 24 Firemen – 4 Policemen

City Attorney Stan Tucker reported that the Court dates are scheduled for the last two properties. The property on Walnut Street is scheduled for May 10th and the property on Main Street is scheduled for May 31st. Still waiting to hear from Public Aid on other properties that we own.

Executive Session:

Bierbaum made a motion to go into executive session at 7:37 pm under exception 5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body. Johnson seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.

Bierbaum made a motion to return to regular session at 7:58 pm. Johnson seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Johnson made a motion to Authorize Mayor Sellens to enter into a contract negotiations on a piece of land located 1721 Church Street for the amount of $21,800.00. Bierbaum seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

There being no further business to discuss, Bierbaum made a motion to adjourn the meeting at 8:05 pm. Johnson seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.
